He was elected as a member of parliament for Karahisar-ı Şarki (Şebinkarahisar) during the first and second terms of the Grand National Assembly of Türkiye ([TBMM](/en/detay/1924-constitution-34745/llms.txt)). He worked in parliamentary commissions on law and constitutional matters, held the position of [deputy speaker](/en/detay/ali-cetinkaya-3b205/llms.txt), and actively participated in the legislative process over two terms. Throughout his life, he served in legal and public service roles, and died in 1926 as a result of a traffic accident. ### **Life and Education** Ali Süruri Efendi was born in 1888 in Şebinkarahisar. His father was Kadızade Mustafa Asım Efendi and his mother was Emine Hanım. He completed his primary and secondary education at the Şarki Karahisar Rüştiyesi in 1902. In 1903, he began his career as a clerk at the Liva Şer’iye Court and was promoted to chief clerk in 1905. In 1911, he was appointed as deputy judge of the Mesudiye District and president of the Bidayet Court. In 1913, he resigned from his posts and returned to his hometown, where he began practicing as a legal representative. ### **National Struggle and TBMM Service** Following the Armistice of Mudros, he supported the National Struggle. In the 1920 elections, he was elected as a member of parliament for Karahisar-ı Şarki and joined the TBMM on 9 May 1920. He served on the commissions for Sharia and Waqfs, Guidance, Justice, Constitutional Law, and [Judicial Officers](/en/detay/kazim-karabekir-kimdir-f2117/llms.txt). He delivered 181 speeches and held the positions of spokesperson and chair of the TBMM’s Constitutional Commission. ### **Commission and Committee Activities** He worked in the committees on Guidance, Sharia and Waqfs, Justice, Constitutional Law, and Judicial Officers. As chair of the Judicial Officers Committee, he concluded approximately 700 proceedings. Different sources offer conflicting views regarding whether he belonged to the First or Second Group. In a notebook titled “Some Memoirs,” he recorded notes on the daily life of the TBMM and the period. ### **Activities During the Second Term of the TBMM** In the 1923 elections, he was re-elected as a member of parliament. He served as deputy speaker of the assembly in 1924 and 1925. He delivered speeches on a total of 84 different topics and served on the Internal Regulations Committee. He participated in assembly subcommittees but was less active in committee work due to his duties as deputy speaker. He frequently visited his constituency. ### **Death and Aftermath** On 30 September 1926, he lost his life in a traffic accident while returning from Alucra to Şebinkarahisar. The area near the village of Toplukonak, where the accident occurred, was named “Sururi Bey Hill.” He was married and the father of four children.
