Lütfü Haluk Bayraktar is a Turkish engineer, executive, and technology entrepreneur. He managed the product lifecycle processes of Türkiye’s indigenous unmanned aerial vehicle (UAV) platforms Bayraktar Mini UAV, Bayraktar TB2 UCAV, and Bayraktar AKINCI TİHA, which are listed in Türkiye’s inventory and exported to numerous countries, as well as Türkiye’s first unmanned combat aircraft, Bayraktar KIZILELMA and Bayraktar TB3 UAS, encompassing conceptual design, prototyping, testing, production, business development, and training phases.

Haluk Bayraktar led the transformation of Baykar into a globally leading company in unmanned aerial systems and defense technologies and continues to serve as its CEO/General Manager. He is also a member of the Board of Trustees of T3 Foundation, a member of the Board of Trustees of Cansağlığı, and Chairman of the Board of SAHA Istanbul Defense and Aviation Cluster.

Youth and Education

He was born in Istanbul in 1978 as the eldest son of Özdemir Bayraktar and Canan Bayraktar. During his childhood, he worked on machining tools at Baykar, the company his father established for the production of automotive parts subject to localization.^【1】

In 2000, he graduated with a bachelor’s degree in Industrial Engineering from Middle East Technical University in Ankara. He then pursued graduate studies in United States of America and earned a master’s degree in financial engineering from Columbia University in New York in 2002. In 2004, he began doctoral studies in business at Boğaziçi University.

Engineering and Management Career

During the 2000s, while continuing his academic work, he assumed engineering and managerial roles within the family company Baykar, which shifted from automotive parts manufacturing to developing indigenous and innovative UAV systems.

At that time, Baykar’s autonomous technology initiatives were still in early stages. The company’s first step into military-grade aerial platforms began with the design and prototyping of local UAV systems, starting with the Bayraktar Mini—a lightweight UAV weighing approximately six kilograms.

Working with a small team including Özdemir Bayraktar and Selçuk Bayraktar, he participated in activities aimed at developing indigenous UAVs for counter-terrorism operations. During this period, Bayraktar made significant contributions to the conceptual design, prototyping, testing, and production processes of early platforms such as the Mini UAV, Malazgirt Rotating Wing Mini UAV, and Çaldıran/Bayraktar TB1 (later transformed into Bayraktar TB2).

In the late 2010s, as Bayraktar TB2 UAVs gained prominence in conflict zones such as Syria and Libya, and with the serial production of the Bayraktar AKINCI TUAV beginning in 2021, Bayraktar directed Baykar’s operational management, strategic partnerships, and scale-up based on exports, contributing to the expansion of the company’s production capacity and international sales network.

Baykar, which has funded all its investments entirely through internal resources, exported to a total of 37 countries as of January 2026. The company also entered Türkiye’s top 10 exporters across all sectors in 2023 and 2024, and was the leading exporter in the defense and aerospace sector in 2021, 2022, 2023, and 2024.

The export success achieved by Baykar elevated members of the Bayraktar family among Türkiye’s leading taxpayers. According to data from the Revenue Administration, Haluk Bayraktar was among the taxpayers who paid the highest income tax in Türkiye between 2021 and 2024. In the 2024 tax period, he paid 2 billion 528 million 619 thousand TL in income tax, placing him among the top two taxpayers nationwide.^【2】

International Management Roles

Haluk Bayraktar leads various management and coordination processes as part of Baykar’s corporate expansion in Europe and international production activities. He serves as Chairman of the Board of Baykar Piaggio Aerospace, Italy’s 140-year-old aerospace brand now integrated into Baykar. He is also one of the founders of LBA Systems, a strategic joint venture between Baykar and the Italian aerospace and defense company Leonardo, leading the production and development of Baykar platforms for the European market in Italy.

Social Initiatives

Haluk Bayraktar is also recognized not only for his managerial roles in defense and aerospace but also for his social activities in civil society, industry collaboration, and humanitarian aid.

• SAHA İstanbul: Since 2018, Bayraktar has served as Chairman of the Board of SAHA İstanbul Defense and Aerospace Cluster, which he founded. Under his leadership, SAHA İstanbul has become one of the largest industrial clusters in Türkiye and Europe, with over 1,300 member companies.

• T3 Foundation: He served as Chairman of the Board of the foundation of which he is a founder between 2018 and 2023, contributing to the implementation of initiatives targeting youth and technology-focused projects in line with the National Technology Initiative vision. Bayraktar continues to serve as a member of the Board of Trustees within the foundation.

• Cansağlığı Foundation: As a member of the Board of Trustees of the foundation established in 2022, he supports socially beneficial initiatives in the health sector.

• TÜBİTAK Board Membership: Elected to the TÜBİTAK Board of Directors in 2018, Haluk Bayraktar concluded this role in 2025.

• COVID-19 Pandemic Activities: During the COVID-19 pandemic, which began in 2019, he played an active role in Türkiye’s private sector response. In addition to coordinating efforts under SAHA İstanbul, he participated in the development of domestic intensive care ventilator projects by Baykar, ASELSAN, Arçelik, and Biosys. These domestically produced devices were swiftly delivered to the Ministry of Health and subsequently gifted or exported to countries in need.

Humanitarian Aid

He coordinated humanitarian and social responsibility initiatives conducted under Baykar’s umbrella.

Following Russia’s invasion of Ukraine in 2022, a humanitarian and civil assistance approach was adopted to support Ukraine’s sovereignty and territorial integrity. Bayraktar led the process of gifting Bayraktar TB2 unmanned aerial vehicles to Ukraine, funded through global donation campaigns. Revenue generated from these campaigns was directed toward humanitarian aid for refugees, medical supplies, and civilian needs.

In the aftermath of the 6 February 2023 earthquakes, which affected 11 provinces and centered on Kahramanmaraş, Baykar provided support for search-and-rescue and field reconnaissance operations using UAVs. It established soup kitchens and container cities to assist with shelter and basic needs, and undertook the construction of permanent earthquake-resistant housing.

Additionally, Baykar has continued social support initiatives through humanitarian aid programs targeting Gaza, Syria, and Libya, as well as through the Özdemir Bayraktar Scholarship Program.

Awards and Honors

Haluk Bayraktar has been awarded numerous state orders and medals by various countries in recognition of his collaborations, technical contributions, and institutional capacity-building efforts in defense and security.

On 15 June 2021, he was awarded the Karabakh Order by Azerbaijan’s President Ilham Aliyev for his contribution to the liberation of Karabakh from Armenian occupation.

On 23 August 2022, he was awarded the First Class State Merit Order by Ukraine’s President Volodymyr Zelensky for his contributions to strengthening interstate cooperation and supporting Ukraine’s sovereignty and territorial integrity, becoming the first Turkish citizen to receive this honor.

On 6 April 2023, the Ukrainian Air Force Command awarded him the Medal of Excellence, Honor, and Courage for his contributions to aviation.

On 25 April 2023, by decree of Burkina Faso’s President, he was honored with the Ordre de L’Etalon Officier for his contributions to the country’s peace, security, and counter-terrorism efforts.

On 1 September 2023, the Ukrainian Border Guard Command awarded him a medal for his contributions to border security.

On 18 October 2023, Mali’s President Assimi Goïta awarded him the National Order of Mali.

On 28 October 2023, he was awarded the Daneker State Order by Kyrgyzstan’s President Sadyr Japarov for his contributions to security and technology.

On 6 November 2023, he was awarded the Kosovo Superior Service Medal by Kosovo’s Defense Minister Ejup Maqedoni, the highest military honor ever bestowed upon a civilian in Kosovo’s history.

On 16 December 2023, the Federal Democratic Republic of Ethiopia awarded him the Ethiopian Honor Medal for his contributions to the development of the country’s national and air force capabilities.

On 26 December 2023, Ukraine’s Ministry of Defense awarded him the Order of Military Brotherhood. On 22 May 2024, Ukraine’s National Security and Defense Council awarded him the First Class Ukrainian National Security and Defense Council Order for his contributions to strengthening the nation’s security and defense capabilities.

On 22 August 2024, Ukraine’s Defense Minister Ruslan Umerov awarded him a medal for his contributions to enhancing Ukraine’s defense capabilities.

Scientific Publications

Haluk Bayraktar’s scientific work focuses on the design of unmanned aerial vehicles, flight control systems, navigation technologies, and multi-UAV systems. These publications, presented at national and international conferences, have contributed to the technical foundation of Türkiye’s early indigenous UAV projects.
