History
The United Nations Educational, Scientific and Cultural Organization (UNESCO) General Conference, in its meeting on November 20, 2023, following the report of the Education Commission, declared March 19 as International Day for Digital Learning. The resolution highlighted the potential of high-quality and accessible digital learning to address global challenges in education and to support inclusive and sustainable development. The day is also intended to promote action at national and international levels, contribute to the initiation of new activities, and strengthen existing initiatives. It was noted that the declaration of the international day has no financial impact on the organization’s regular budget. International Day for Digital Learning was celebrated for the first time in 2024.【1】

The theme designated for 2025 is “Digital Learning Realities in Low-Resource Contexts.” This theme aims to make visible the experiences of teachers and students in contexts where access to digital technologies is limited and connected learning resources are unreliable or insufficient. Online activities address efforts by policymakers, teachers, students, and families to enhance learning quality and equity through digital technologies despite limited resources.
Digital Access and Capacity Development
Digital technologies have the potential to increase educational access, particularly for students living in remote areas, students with disabilities, or those unable to receive education in their mother tongue. However, the digital divide continues to impede many students’ access to these technologies. UNESCO facilitates policy dialogue, experience sharing, and the exchange of good practices to reduce inequalities in digital learning.
