Background

The Chernobyl Nuclear Power Plant was the site of one of the world's worst nuclear disasters on April 26, 1986, following an explosion and subsequent radiation leak. The remains of Reactor No. 4 were initially covered by a temporary concrete sarcophagus, which deteriorated over time. In 2016, the New Safe Confinement (NSC), a $1.6 billion structure built by an international consortium, was installed to contain radiation and prevent further leaks.


Since the beginning of the Ukraine-Russia war, Chernobyl has been regarded as a strategic location. During the 2022 Russian invasion of Ukraine, Russian forces briefly occupied the Chernobyl Exclusion Zone before Ukrainian forces regained control. Since then, sporadic military activity has been reported in the region.

Drone Strike and Consequences

According to Ukrainian President Volodymyr Zelensky, on the night of February 14, 2025, a Russian drone struck the roof of the New Safe Confinement, which protects the remains of Reactor No. 4 at Chernobyl. Ukrainian authorities reported that the strike caused a fire on the roof, which was swiftly extinguished by dispatched firefighting teams. The IAEA's investigation found that radiation levels remained stable, with no detected increase following the strike.

President Zelensky condemned the strike as "an attack on the shelter that protects the world from radiation", asserting that such actions demonstrated Russia's lack of intent for peace negotiations. He further stated that preliminary assessments indicated significant damage to the structure but confirmed that radiation levels remained stable.

Russia’s Response

Russia denied involvement in the drone strike. Kremlin spokesperson Dmitry Peskov dismissed Ukraine's statements as "provocative and misleading," insisting that "the Russian military does not target nuclear infrastructure."

International Reactions

The drone strike drew significant international concern. IAEA officials emphasized the critical importance of protecting nuclear facilities for global security and stated that they were closely monitoring developments at Chernobyl.


The incident occurred on the same day that U.S. Vice President JD Vance and Secretary of State Marco Rubio were set to meet Ukrainian officials at the Munich Security Conference. The timing of the drone strike also raised concerns as it followed U.S. President Donald Trump's remarks suggesting that peace negotiations between Russia and Ukraine could commence after his recent meeting with Vladimir Putin.
