Kuşkayası Road Monument, located 4 km from the district of Amasra on the Amasra-Bartın highway, is a Roman-era road monument. This monument from the Roman Imperial period holds significant historical and archaeological importance as the only known example of its kind in Anatolia. The Kuşkayasi Road Monument consists of a headless human figure carved into the rock, an eagle motif symbolizing Roman authority, and two inscriptions.

Historical Background

Constructed by Gaius Julius Aquila, who after serving as Commander of the Eastern Provincial Construction Corps was appointed governor of Pontus during the reign of Roman Emperor Tiberius Claudius Germanicus (41–54 CE). The monument, carved into a niche with an arch, reflects the architectural style and public design principles of the Roman Imperial period. In this regard, it is regarded as one of the notable practices not only regionally but also across the empire.

Architectural Elements and Symbols

The most distinctive feature of the monument is the life-sized human figure carved into the rock, dressed in a toga. The figure is headless and is believed to represent a Roman statesman or commander, in accordance with Roman tradition. The eagle motif carved on the column to the right of the niche symbolizes the power and dominance of the Roman army.


The inscriptions state: “For the sake of interstate peace and friendship, and in memory of the rule of Emperor Germanicus, Gaius Julius Aquila provided the land and constructed this resting place at his own expense.”【1】 The Roman road passing in front of the monument connects approximately one kilometer downstream to the Cevizlik Valley’s Kemerdere Bridge. Additionally, plans are underway to develop the approximately five-kilometer ancient road extending from the monument to the Bedesten in Amasra for tourism purposes.

Visitor Profile and Conservation Efforts

The Kuşkayası Road Monument is one of the most significant monuments reflecting Amasra’s 3,000-year historical heritage and is visited annually by approximately 200,000 domestic and international tourists.【2】 The area surrounding the monument was renovated approximately two years ago to align with its historical and natural environment; improvements including lighting, staircase renewal, vehicle parking, and landscape planning have increased visitor numbers.

Tourism and Regional Impact

Research aimed at enhancing the region’s tourism potential has shown that the Kuşkayası Road Monument should be evaluated together with Bartın and its surrounding historical, cultural, and natural assets. However, it is noted that the region’s tourism capacity has not yet reached a competitive level in terms of quality and quantity, and therefore greater efforts are needed to promote the monument and other tourist values in its vicinity. The monument stands out as a significant cultural heritage site capable of contributing to Bartın’s tourism revenue.
