Location and Building Characteristics

The building where the fire broke out is a bed and breakfast (B&B) facility named Flourish Stay B&B (also known as Lemon Green Inn or Floristi Inn), situated in the narrow streets of the Hauz Rani area in Malviya Nagar, New Delhi.

The building consists of five floors. It is reported to have 25 rooms, with approximately 40 guests accommodated at the time of the fire. The hotel was operating under a B&B license issued by the Delhi government permitting only six rooms, but sources revealed that it was providing services across a total of 25 rooms, including those in the basement, significantly exceeding the permitted limit.

The Delhi Police confirmed that the building had only one entrance and exit point. Nearby is Max Super Speciality Hospital, one of Delhi’s leading healthcare institutions.

Origin and Progression of the Fire

The fire was reported between 08:48 and 08:51 local time and is believed to have originated in the restaurant area on the ground floor or basement of the building.

The chef working in the hotel restaurant, Kesar Singh, described the incident as follows: “When I tried to turn on the electric stove, flames suddenly erupted. I realized the hotel was already on fire. I immediately told my assistant that the hotel was burning. When I stepped outside, I saw the entire building engulfed in flames. I managed to escape somehow.”

It is reported that most of the hotel guests were asleep during the fire. Local residents stated that they heard multiple explosion sounds prior to the fire.

Emergency Response and Rescue Operations

The Delhi Fire Services (DFS) dispatched seven fire trucks to the scene at 08:51, just one minute after receiving the alarm. As the number of emergency calls increased, additional vehicles were deployed, bringing the total number of fire trucks involved in extinguishing the fire to eight.

Chief Fire Officer Abhilash Malik stated regarding the rescue efforts: “We received the call at 08:50 and dispatched seven fire trucks at 08:51. Our team immediately began rescue and relief operations. As the number of calls increased, we sent more vehicles. The first six bodies were recovered from the basement, and we rescued 37 more people from the building as the operation progressed. Final figures have not yet been confirmed.”

In addition to police, fire, and medical teams, local residents also participated in the rescue operations. Residents laid out beds on the ground to cushion the falls of people jumping from windows. They also broke windows to create escape routes for those trapped inside.

Fatalities and Injuries

A total of 21 people lost their lives in the incident, and over 40 others were rescued and transported to nearby hospitals. A statement from Max Hospital (Saket Complex) emergency department regarding the 39 patients admitted stated: “Following a gas cylinder explosion, Max Hospital, Saket Complex Emergency Department, admitted 39 patients. The patients presented with asphyxia, varying degrees of minor burns, and fractures. Of the 39 admitted, 18 were deceased upon arrival, 8 were on ventilators in critical condition, and 15 were receiving intensive care. Five patients were discharged after initial medical treatment for minor injuries. One patient was transferred to Safdarjung Hospital due to severe burns. Among the deceased are both Indian and foreign nationals.”

Additionally, 13 injured individuals were admitted to the AIIMS (All India Institute of Medical Sciences) Trauma Center, three of whom were civilians and ten were police personnel. Treated patients were directed to Max Hospital (Saket), AIIMS Trauma Center, and Pandit Madan Mohan Malviya Hospital.

Authorities have confirmed that the majority of those killed were foreign nationals, particularly individuals from Central Asia and Africa.

Investigation and Legal Proceedings

Following the extinguishing of the fire, the Delhi Police sealed off the building and launched an investigation. The exact cause of the fire has not yet been determined.

The police announced that charges of culpable homicide not amounting to murder would be filed. Deputy Director of South Police, Vijay Kumar, confirmed that the investigation would also include the building owner.

Delhi Minister Ashish Sood stated that the building owner found negligent would be arrested and added: “The responsible building owner will be arrested. We will not turn a blind eye to any illegal structure or any individual found guilty.”

The same minister also ordered the sealing of all B&B facilities across Delhi that were operating in violation of building regulations and established rules. It was also reported that the forensic team had begun an examination at the scene.

Following the incident, senior Indian officials issued condolences.
