Action Plan for Empowering Children in the Digital World

Action Plan for Empowering Children in the Digital World (2026–2030), has been published in the Official Gazette under a Presidential Circular. The Circular provides a framework for raising children in accordance with the demands of an era rapidly transformed by digitalization, supporting their healthy development, strengthening their digital skills, and ensuring and protecting their safety in online environments.

Legal Basis and Publication Process

The Action Plan came into effect through a Presidential Circular signed by President Recep Tayyip Erdoğan. The Circular was published in the Official Gazette to inform the public. During the preparation of the Plan, a comprehensive approach was adopted to examine the impacts of digital transformation on children.

Objectives and Core Principles

The primary objective of the Action Plan is to effectively plan, implement, and monitor initiatives aimed at reducing risks related to the digital world, increasing opportunities, and empowering children in this environment. The Plan is based on the principle of “protecting children from risks in the digital world and strengthening their well-being.”

Institutional Coordination and Responsibilities

Inter-institutional coordination for the implementation of the Action Plan will be provided by the General Directorate of Child Services within the Ministry of Family and Social Services. The institutions and organizations assigned responsibilities under the Plan are expected to report information on their activities to the monitoring system in accordance with procedures determined by the Ministry.

Monitoring and Evaluation Mechanism

The monitoring and evaluation processes of the Action Plan will be carried out through a digital monitoring system established by the Ministry of Family and Social Services. Through this system, the progress of implementations will be tracked and activities conducted by institutions will be recorded.

Reporting Process

It has been stipulated that the annual monitoring report prepared by the Ministry will be submitted to the Presidency and published on the Ministry’s official website. The reporting process aims to ensure transparent and systematic monitoring of activities under the Action Plan.

Obligations for Institutions and Organizations

The Circular emphasizes that all institutions and organizations assigned duties and responsibilities under the Action Plan must diligently fulfill their obligations. Fulfillment of these obligations is identified as an essential requirement for the feasibility and effectiveness of the Plan.
