Andy Burnham is a politician affiliated with the United Kingdom Labour Party. He has served for many years as a member of parliament, minister, and member of the shadow cabinet, and has held the position of Mayor of Greater Manchester since 2017. In 2026 he returned to the House of Commons and announced his candidacy for leadership of the Labour Party.

Andy Burnham was born in Liverpool in 1970 and spent his childhood in the town of Culcheth in Cheshire. His father worked as a telecommunications engineer and his mother was a receptionist at a family practice clinic. Raised in a family supportive of the Labour Party, Burnham decided to join the party at the age of 14.

Burnham was among the first generation in his family to attend university, where he studied English Language and Literature at the University of Cambridge. During his university years he felt socially isolated but noted that his deep interest in Manchester’s music culture played a significant role in shaping his identity. He has been closely involved with sports, particularly football, and is known throughout his life as a supporter of Everton F.C.

After completing his university education, Burnham worked as a journalist for various industry magazines before joining the parliamentary staff of Labour MP Tessa Jowell as a researcher. He later served as an advisor to Chris Smith, then Secretary of State for Culture Media and Sport.

In the 2001 general election, Burnham was elected as the Member of Parliament for Leigh in Greater Manchester, entering the House of Commons. In Tony Blair’s government he held junior ministerial posts and later served in Gordon Brown’s cabinet as Chief Secretary to the Treasury, Secretary of State for Culture Media and Sport, and Secretary of State for Health.

One of the pivotal moments in Burnham’s political career occurred during the 20th anniversary commemoration of the Hillsborough disaster in 2009. While speaking at Anfield Stadium he faced intense protests from fans over the failure to prosecute those responsible for the tragedy.

Following this incident, Burnham initiated efforts within the cabinet to reopen the Hillsborough case and contributed to the launch of a second inquiry. He later stated that the event fundamentally changed his view of Westminster-centric politics and marked a significant turning point in his political approach.

Following the Labour Party’s defeat in the 2010 general election, Burnham stood for party leadership but lost to Ed Miliband.

In 2015 he ran for leadership a second time, losing again this time to Jeremy Corbyn. During Corbyn’s leadership, Burnham continued to serve as Shadow Home Secretary and was regarded as one of the party’s figures capable of working across its different political wings. He supported continued membership of the European Union and in later years advocated more left-leaning policies such as increased public control over the water and energy sectors.

One of the most notable initiatives during his mayoralty was a transport reform that returned bus services to public control for the first time outside London. The integration of buses, trams and other transport systems under the “Bee Network” has become one of Burnham’s most significant local government projects.

He has also implemented various programs aimed at reducing homelessness, improving social housing policy, and supporting regional economic development. Although the goal of completely eliminating homelessness was not achieved by the target date, this area has remained one of the mayoral administration’s top priorities.

During the COVID-19 pandemic, Burnham played a key role in resolving disagreements between the central government and the Greater Manchester administration over regional lockdown measures and financial support packages.

He criticized the Conservative government’s approach to Northern England and argued that local authorities needed greater financial support. During this period his national visibility increased and he began to be referred to in public discourse as the “King of the North”.

In 2026 Burnham returned to the House of Commons as the Labour Party candidate in the Makerfield by-election, winning his seat and increasing the party’s vote share. Shortly after Prime Minister Keir Starmer announced his intention to step down as party leader, Burnham declared his candidacy for the leadership of the Labour Party.

Burnham is regarded within the party as one of its figures with strong connections to voters in northern England. His experience in local government, transport reforms and regional development policies have brought him back to the forefront of national politics.
