Directorate of Cyber Security

In Türkiye, cybersecurity is a public institution established on 8 January 2025 for the purpose of to develop. Institution has public legal personality and operates with a special budget. Its headquarters are in Ankara. It operates under the Presidency of the Republic.

The Presidency of Cybersecurity was established pursuant to a Presidential Decree. The relevant decree was published in the Official Gazette on 8 January 2025 and entered into force. The purpose of its establishment is to respond to Türkiye’s needs in the field of cybersecurity, manage national and international activities in this domain, and enhance the security of Türkiye’s digital infrastructure.

The primary tasks and authorities of the Presidency are as follows:

• Policy and strategy development: Defining cybersecurity policies and strategies and preparing action plans.
• Education and awareness: Conducting educational and awareness campaigns to increase cybersecurity awareness.
• Legislative work: Developing regulations and standards in the field of cybersecurity.
• Cooperation development: Enhancing collaboration with public institutions, the private sector and universities.
• Domestic technology development: Supporting the development of domestic cybersecurity products and technologies.
• Vulnerability identification and crisis management: Identifying cybersecurity vulnerabilities and creating crisis and emergency response plans.

The Presidency of Cybersecurity consists of seven subordinate units:

• Directorate General of Cyber Defense
• Directorate General of Cyber Resilience
• Directorate General of Ecosystem Development
• Directorate of Foreign Relations
• Directorate of Management Services
• Legal Advisory
• Press and Public Relations Advisory

A total of 135 personnel have been assigned to the Presidency for to do purposes.
