Islamabad Accord

Islamabad Memorandum of Understanding (Eng. Islamabad Memorandum of Understanding) is a 14-article agreement that envisages the cessation of hostilities, the opening of the Strait of Hormuz, and the initiation of nuclear negotiations between the United States of America and the Islamic Republic of Iran.

Drafted under the mediation of Pakistan and named after Pakistan’s capital Islamabad, the document was announced by U.S. President Donald Trump on 14 June 2026 and electronically signed on 15 June 2026 by Trump and Vice President JD Vance on behalf of the United States, and by Speaker of the Parliament Mohammad Bagher Ghalibaf on behalf of Iran. On 17 June 2026, the memorandum entered into force after Trump signed it at the Palace of Versailles and Iranian President Masoud Pezeshkian signed it in Tehran.

Iranian President Masoud Pezeshkian shared the text of the “Islamabad Memorandum of Understanding” on his social media account on 18 June 2026 in both English and Persian, in the version signed by himself, Trump, and the mediating Prime Minister of Pakistan, Shahbaz Sharif. The full text of the signed memorandum is as follows:

"The United States of America and the Islamic Republic of Iran, on the date of signing, in good faith, agree on the following:

1 — The United States of America and the Islamic Republic of Iran, along with their respective allies in the current conflict, hereby declare, by signing this Memorandum of Understanding, the immediate and permanent cessation of all military operations on all fronts including Lebanon; they commit to refrain from initiating any future war or military operation against each other, from threatening or using force against each other, and to guarantee Lebanon’s territorial integrity and sovereignty. The final agreement will permanently end the war on all fronts including Lebanon and reaffirm the provisions of this article.

2 — The United States of America and the Islamic Republic of Iran commit to respecting each other’s sovereignty and territorial integrity and to refrain from interfering in each other’s internal affairs.

3 — The United States of America and the Islamic Republic of Iran commit to negotiating and concluding a final agreement within no more than 60 days; this period may be extended by mutual consent.

4 — Immediately upon the signing of this Memorandum of Understanding, the United States of America will begin lifting its maritime blockade and all forms of obstruction or interference against the Islamic Republic of Iran, and will fully terminate the blockade within 30 days. During this period, maritime traffic will be proportionate to pre-war levels established by the Islamic Republic of Iran. The United States of America further commits to withdrawing its forces from the immediate vicinity of the Islamic Republic of Iran within 30 days after the final agreement.

5 — Upon the signing of this Memorandum of Understanding, the Islamic Republic of Iran will make maximum efforts, limited to a period of 60 days, to facilitate the free and safe passage of commercial vessels between the Persian Gulf and the Sea of Oman and vice versa. Commercial shipping will commence immediately; mine clearance by the Islamic Republic of Iran will be completed within 30 days, taking into account the need to remove technical and military obstacles. The Islamic Republic of Iran will engage in dialogue with the Sultanate of Oman, in consultation with other Persian Gulf littoral states, to define future management and maritime services in the Strait of Hormuz, in accordance with applicable international law and the sovereign rights of littoral states.

6 — The United States of America, in cooperation with its regional partners, commits to developing a definitive and mutually agreed plan worth at least 300 billion U.S. dollars to support the reconstruction and economic development of the Islamic Republic of Iran. The mechanism for implementing this plan will be finalized within 60 days as part of the final agreement. All necessary licenses, exemptions and authorizations for related financial transactions will be issued by the United States of America.

7 — The United States of America commits to terminating all sanctions against the Islamic Republic of Iran, including United Nations Security Council resolutions, International Atomic Energy Agency (IAEA) Board of Governors decisions, and all primary and secondary unilateral U.S. sanctions, within a schedule mutually agreed upon as part of the final agreement. Both the Islamic Republic of Iran and the United States of America acknowledge the critical importance of ending these sanctions and have expressed their intent to address these issues immediately in negotiations to reach mutual agreement.

8 — The Islamic Republic of Iran reaffirms that it will not acquire or develop nuclear weapons. The United States of America and the Islamic Republic of Iran agree to resolve the issue of surplus enriched material through mutual agreement, using as a minimum method in-situ down-blending under IAEA supervision, in accordance with the schedule outlined in Article 7. The parties also agree to negotiate, within a satisfactory framework to be mutually agreed upon in the final agreement, issues related to enrichment and other mutually agreed nuclear needs of the Islamic Republic of Iran. The final agreement will reaffirm the provisions of this article. Both the United States of America and the Islamic Republic of Iran acknowledge the critical importance of the nuclear issues outlined above and have expressed their intent to address them immediately in negotiations to reach mutual agreement.

9 — Until the final agreement is reached, the United States of America and the Islamic Republic of Iran agree to maintain the current status quo. The Islamic Republic of Iran will continue its current nuclear program; the United States of America will not impose new sanctions or deploy additional forces in the region.

10 — Immediately upon the signing of this Memorandum of Understanding and until sanctions are fully lifted, the United States of America commits to issuing waivers from the U.S. Department of the Treasury for the export of Iranian crude oil, petroleum products and derivatives, as well as related services including banking, insurance and transportation.

11 — The United States of America commits to fully releasing the frozen or restricted funds and assets of the Islamic Republic of Iran upon implementation of this Memorandum of Understanding. The United States of America and the Islamic Republic of Iran will mutually agree during negotiations on the procedures for the release of these funds. These funds, whether held in original accounts or transferred, will be fully available for payment to any final beneficiary designated by the Central Bank of Iran. The United States of America commits to issuing all necessary licenses and authorizations accordingly.

12 — The United States of America and the Islamic Republic of Iran agree to establish an implementation mechanism to monitor the successful implementation of this Memorandum of Understanding and its future compatibility with the final agreement.

13 — After the signing of this Memorandum of Understanding and upon the commencement and continuation of implementation of Articles 1, 4, 5, 10 and 11, negotiations on the final agreement will proceed exclusively on the basis of the other articles.

14 — The final agreement will be endorsed by a binding United Nations Security Council resolution.
