On 21 April 2026, a meeting took place in Ankara between Yaşar Güler and NATO Secretary General Rutte. According to a statement by the Ministry of National Defense, the meeting was held at the ministry’s complex. On 22 April 2026, another meeting was held in Ankara between Hakan Fidan and Rutte. According to diplomatic sources, the parties met in the capital. Discussions covered the NATO agenda as well as regional and global security issues.

ASELSAN Visit and Statements

As part of his Ankara engagements, Rutte visited the ASELSAN facilities and made statements there. Emphasizing the importance of accelerating production in the defense industry while also encouraging innovation, Rutte said: "This is one of the most important priorities for NATO. It will also be one of the main agenda items of the NATO summit to be held in Ankara in July."

Rutte underscored the importance of production in the defense industry, stating: "Because we must do better and produce more. We can learn a great deal from what Türkiye has achieved in this area. This is necessary because we live in a dangerous world."

Rutte, highlighting the need for robust defense systems for security, said:

“We need the best expertise and must integrate the latest technologies into our capabilities. Therefore, we require the most creative and innovative minds. I am very pleased that you are here and have chosen to work in the defense industry as young professionals. Everything you do here helps secure Türkiye’s safety and also contributes to the security of nations that view Türkiye as an exceptionally valuable ally.”

NATO Secretary General noted that "Türkiye has undergone a defense industry revolution." He drew attention to ASELSAN’s leading role in this transformation. Rutte emphasized the importance of sustaining these efforts and increasing both the volume and speed of production, while assessing that Türkiye faces "significant threats" from Russia, China and Iran.

Recalling NATO’s successful interception of ballistic munitions fired from Iran and entering Turkish airspace, Rutte said: "NATO is prepared against such threats and will always do whatever is necessary to defend Türkiye and all its allies."

NATO Secretary General noted that securing the safety of one billion people in Europe and North America is not solely the responsibility of NATO and allied armed forces, adding: "The industry also bears responsibility for this. Our political leaders in NATO have committed to increasing defense spending, and real resources are now being channeled into the defense sector — this is a remarkable development." Rutte stated that "groundbreaking technologies" are being developed at ASELSAN and continued: "I see this as a defense industry hub for Türkiye as a whole. You are achieving most of these capabilities in this manner, and this is precisely what we need. Moreover, we require a defense industry spanning from Alaska to Ankara, literally across Europe and North America. We must continue to produce together, innovate together, and purchase from each other."

The Secretary General recalled ASELSAN’s activities with Poland, Albania, Romania and Croatia, saying: "Therefore, I am delighted to address you, the young engineers who make all of this possible." He emphasized that all companies must take steps to integrate young talent, adding: "Governments and companies must invest in education and professional development to make all of this possible. You are a shining example of how young people contribute collectively to our security. Transatlantic industrial enterprises, your economy, and above all you, are providing immense benefits to our shared security. This is a successful path forward and a core priority of the Ankara Summit."

Meeting with President Recep Tayyip Erdoğan

On 22 April 2026, NATO Secretary General Mark Rutte was received by President Recep Tayyip Erdoğan at the Presidential Complex during his visit to Türkiye. The meeting was held behind closed doors. Present at the meeting were Foreign Minister Hakan Fidan, Minister of National Defense Yaşar Güler, and Presidential Advisor on Foreign Policy and Security Akif Çağatay Kılıç.

The meeting addressed preparations for the NATO Leaders Summit, key items on the Alliance’s agenda, and regional and global developments. President Erdoğan stated that Türkiye continues to enhance its defense industry capacity and aims to strengthen cooperation with allied countries.

Erdoğan also expressed expectations that decisions adopted at the NATO Summit in Ankara would strengthen solidarity among allies and bolster the Alliance’s preparedness for crises. The importance of preserving the transatlantic bond was emphasized, and Türkiye’s expectation that European members of the Alliance should assume greater responsibility was highlighted. The meeting also noted Türkiye’s commitment to peace and diplomacy in the context of the series of attacks originating from Iran.
