Türkiye-Azerbaijan Electricity Operation Agreement (2025)

Background

Energy cooperation between Türkiye and Azerbaijan has been shaped by longstanding long consultations under strategic. On 4 April 2025, during talks held in the Azerbaijani capital Baku, Azerbaijani Minister of Energy Perviz Shahbazov and Türkiye Minister of Energy and Natural Resources Alparslan Bayraktar met together. On the same day, an electricity operation agreement was signed between Azerbaijan’s state electricity company Azerenerji and Türkiye Electricity Transmission Corporation (TEİAŞ).

Scope and Objectives

The signed agreement was prepared with the goal of increasing and ensuring uninterrupted electricity transmission from the Nakhchivan Autonomous Republic to Türkiye. As part of this, modernization of the existing electricity infrastructure and expansion of its capacity are planned. The agreement encompasses activities to be implemented under the Nakhchivan-Türkiye Energy Transmission Project, aiming to make electricity transmission lines more reliable and sustainable.

The agreement is also regarded as a component of the multilateral “Green Energy Corridor” project currently being developed between Azerbaijan, Georgia, Türkiye and Bulgaria.

Strategic Importance

Electricity trade represents a new dimension of energy cooperation between the two country, following established collaboration in natural gas and oil. The agreement provides a strategic building for energy security by laying the groundwork for a secure and sustainable electricity transmission infrastructure between Türkiye and Nakhchivan. Energy ministers have noted that this cooperation has the potential to strengthen the integration of existing energy networks.

Diplomatic and Institutional Participation

The signing of the operation agreement was conducted with the direct participation of Türkiye’s Minister of Energy and Natural Resources Alparslan Bayraktar and Azerbaijan’s Minister of Energy Perviz Shahbazov. The agreement was formally signed by the official energy institutions of both countries: TEİAŞ and Azerenerji.
