Yusuf Tekin was born in 1970 in the Tortum district of Erzurum. He completed his primary and secondary education in Rize and graduated in 1994 from the Department of Public Administration at the Faculty of Political Sciences, Ankara University.

He began his professional career in 1994 as a research assistant at the Department of Public Administration, Faculty of Economic and Administrative Sciences, Çanakkale Onsekiz Mart University, within the Political and Social Sciences Subfield. He earned his master’s degree in political and social sciences in 1997 and his doctorate in 2002. He later served as a faculty member at the Department of Public Administration, Faculty of Economic and Administrative Sciences, Tokat Gaziosmanpaşa University. He worked as an assistant professor until 2007, when he was promoted to associate professor in the field of political and social sciences (political life and institutions) and continued his service at the same university until 2009.
In 2009 he was appointed to the Faculty of Security Sciences at the Police Academy. Throughout his academic career, he has held various administrative positions including department head, vice dean, university senate member, and member of the faculty and institute boards.
In 2011 he was appointed as Deputy Minister at the Ministry of Youth and Sports, during which time he led projects in collaboration with universities addressing issues faced by youth and university students. In 2013 he was appointed to the Undersecretariat of the Ministry of National Education, where he contributed to the development of education policies in coordination with the Council of Higher Education (YÖK) and universities. Additionally, he served as Chairman of the Board of Trustees of the Kyrgyzstan-Türkiye Manas University from 2015 to 2018.
Following the transition to the Presidential System of Government and the abolition of the undersecretariat position, Tekin returned to academia and assumed the position of professor at the Department of Political Science and Public Administration, Faculty of Political Sciences, Ankara Yıldırım Beyazıt University. On 15 September 2018 he was appointed Rector of Ankara Hacı Bayram Veli University.
Professor Dr. Yusuf Tekin was appointed to the Ministry of National Education of the Republic of Türkiye on 4 June 2023 and continues to serve in this role.
He is married and a father of three children. He possesses advanced proficiency in English.
