KADeS (Women's Support Application)

KADES is a mobile safety and support application developed by the Ministry of Interior of the Republic of Türkiye to combat violence against women, under the coordination of the General Directorate of Security. It was implemented in 2018 to enable women who are victims of violence or at risk of violence to quickly and effectively contact law enforcement agencies.

Purpose and Function

The primary purpose of the application is to ensure immediate intervention in all forms of physical, psychological, economic and sexual violence faced by or potentially faced by women, particularly domestic and gender-based violence, and to guarantee women’s personal safety. KADES operates through a system that allows users to request help with a single tap; upon an emergency alert, the user’s location information is immediately transmitted to relevant law enforcement units.

Usage Conditions

KADES can only be used by women who are citizens of the Republic of Türkiye. To activate the application, users must complete identity verification through the e-Government system. The application is available for free download via the Google Play and App Store platforms. After access, users can reach the nearest police unit by pressing the emergency help button within the application when facing threats or acts of violence.

Scope and Application Areas

KADES is designed for use in the following situations:

• Domestic violence cases
• Physical or sexual assault
• Threats, harassment and stalking
• Forced marriage and similar forms of victimization

The application also provides users with informative content on legislation, rights and reporting channels related to violence against women.

As a digital preventive tool against violence against women, KADES is regarded as an extension of the Ministry of Interior’s “zero tolerance” policy in this field. The application, which is being widely promoted across Türkiye, is one of the examples of technological public services aimed at enhancing women’s individual safety.
