Public Personnel Selection Examination (KPSS)

Public Personnel Selection Examination (KPSS) is a centralized examination conducted in Türkiye for recruiting personnel into public institution and institutions. Organized by the Measurement, Selection and Placement Center (ÖSYM), the KPSS is administered in different sessions tailored to various educational levels (secondary education, associate degree, bachelor’s degree) and professional groups.

The KPSS is designed to select civil servants and teachers for positions in public institutions. It evaluates candidates’ suitability for the public sector by assessing their general ability, general culture, professional knowledge, and field-specific expertise.

• Graduates of secondary education (high school),

• Graduates of associate degree programs (two-year colleges),

• Graduates of bachelor’s degree programs (four-year university),

• Teacher candidates,

• Individuals seeking academic positions (evaluated in certain fields through ALES),

• Candidates seeking entry into career professions such as district governorship, inspectorship, and specialist roles (Career fields),

• Persons with disabilities seeking appointment to public institutions (subject to a separate examination under EKPSS).

The KPSS consists of different sessions based on candidates’ educational background and professional groups:

1. General Ability – General Culture (GY-GK) Test

• General Ability: Turkish (reading comprehension, grammar), Mathematics (problems, numerical reasoning).

• General Culture: History, Geography, Citizenship Knowledge, Current Affairs.

This test is mandatory for all candidates and serves as one of the primary criteria for score calculation.

2. Educational Sciences Test

• Administered to teacher candidates.

• Covers topics such as educational psychology, instruction methods, and measurement and evaluation.

3. Field Knowledge Test

• Includes questions specific to professional groups such as law, economics, public administration, and international relations.

• Essential for candidates seeking entry into career professions such as district governorship, inspectorship, and auditing.

4. ÖABT (Subject Knowledge Test for Teachers)

• Conducted for teacher candidates.

• Contains subject-specific questions (e.g., Turkish, Mathematics, Science).

5. KPSS for Secondary Education and Associate Degree

• Separate sessions are held for high school and associate degree graduates.

• Candidates may apply using KPSS P94 (secondary education) and KPSS P93 (associate degree) scores.

The KPSS features various score types designated for different professional groups. Some key score types include:

• KPSS P1-P2-P3: General ability and general culture scores used by bachelor’s degree graduates seeking appointment to public institutions.

• KPSS P10-P121: Score types calculated for teacher candidates.

• KPSS P48-P93-P94: Score types used for associate degree and secondary education graduates.

• KPSS P35 and higher score types: Calculated for entry into career professions such as specialist and inspector roles.

• For teaching positions and Group A posts: 1 year.

• For Group B posts (civil service): 2 years.

Candidates may apply for positions using their highest score obtained within this validity period.

• Applications are submitted online via the ÖSYM Candidate Operations System (AİS).

• Application fees are determined by ÖSYM and paid through authorized banks or online payment systems.

• Candidates may download their examination admission documents from ÖSYM’s system.
