RAM (Guidance and Research Center)

Guidance and Research Centers (RAMs) are institutions operating under the Ministry of National Education of Türkiye, coordinating special education and guidance services. These centers were established to meet individuals’ educational, psychological, and social needs, with a primary focus on supporting the educational processes of individuals with special needs and expanding guidance services.

Guidance and Research Centers operate to ensure the effective delivery of guidance and psychological counseling services alongside special education services within the education system. Their responsibilities include identifying individuals’ educational and social needs, providing appropriate referrals, and coordinating the monitoring of these processes.

The central aim of these centers is to create educational environments that enable individuals to maximize their abilities and potential, support the educational and social integration of individuals with special needs, and enhance guidance services within educational institutions. Additionally, RAMs undertake critical tasks such as identifying, assessing, and directing students at risk within the educational process.

Guidance and Research Centers operate in two main service areas: special education services and guidance and psychological counseling services. These services are delivered in collaboration with educational institutions, parents, teachers, and students.

Special education services focus on meeting the educational and social needs of individuals whose educational and developmental characteristics differ significantly from those of their peers. Within this scope, the responsibilities of RAMs include:

• Educational Assessment and Identification: Determining individuals’ educational performance levels, evaluating their abilities and developmental characteristics, and recommending appropriate educational methods. Psychological assessment tools are used during this process to identify individual needs.
• Individualized Education Programs (IEPs): Developing programs tailored to the educational needs of individuals with special needs and monitoring their implementation.
• Career and Educational Guidance: Providing career and educational guidance aligned with individuals’ abilities and interests. Collaboration is maintained with teachers, parents, and other specialists during this process.
• Educational Activities and Support: Supporting the school adaptation of students with special needs and organizing training activities for teachers and parents. These activities may include seminars, conferences, and workshops.
• Monitoring and Evaluation: Tracking the development of individuals with special needs and preparing and sharing reports in collaboration with relevant institutions when necessary.
• Professional Development Support: Offering counseling services to support the professional growth of special education teachers.

Guidance and psychological counseling services aim to support students’ personal, social, and academic development. Within this scope:

• Individual and Group Guidance: Group guidance activities are organized to help students resolve personal issues and develop social skills.
• Psychological Assessment Tools: Standardized assessment tools are used to identify and evaluate individuals. These tools are supported by forms and scoring systems provided by the Ministry.
• Collaboration with Educational Institutions: Coordination with school guidance services enhances the effectiveness of services delivered.
• Project and Research Activities: Projects addressing regional needs are developed, educational processes are analyzed using scientific research methods, and findings are shared with relevant institutions.

• Reporting and Coordination: RAMs prepare reports on service outcomes and submit them to the Ministry. They also implement projects in collaboration with other institutions when necessary.
• In-Service Training: Training programs are organized for teachers, parents, and administrators, planned at provincial or district levels.
• Identification of At-Risk Students: Identifying students at risk within educational institutions and implementing measures to address their needs.

Guidance and Research Centers are managed by a director, who is accountable to the Provincial Director of National Education or the relevant branch director for all center activities. The director’s responsibilities include:

• Implementing center services in accordance with applicable regulations.
• Ensuring staff assignment and coordination.
• Preparing and overseeing the implementation of annual and monthly work plans.
• Chairing center commissions and ensuring the implementation of decisions.
• Leading the preparation of strategic plans.

The personnel working at the centers typically consist of guidance teachers/psychological counselors and special education teachers. Their duties are divided according to service areas as follows:

• Guidance Teacher/Psychological Counselor: Carries out duties such as educational assessment, individual and group guidance, application of psychological assessment tools, and reporting.
• Special Education Teacher: Conducts educational assessments of individuals with special needs, develops individualized education programs, and monitors their implementation.

The tools and documents used in RAMs are standardized to ensure the effective delivery of services. These include:

• Psychological Assessment Tools: Submission, distribution, and scoring forms provided by the Ministry.
• Special Education Assessment Cards: Cards and record books used to determine individuals’ educational needs.
• Software and Hardware: Technological infrastructure required for service delivery.
• Other Documents: Administrative documents such as budget record books, fixed asset transfer forms, and local administration forms.

Guidance and Research Centers operate in accordance with the relevant directives and laws of the Ministry of National Education. This directive entered into force on its approval date, and its provisions are implemented by the Minister of National Education.
