Ukraine Attack Against Iranian Ship in the Caspian Sea (2026)

The Ukrainian attack on an Iranian vessel in the Caspian Sea is an incident that occurred on 25 July 2026, when Ukrainian forces targeted a vessel linked to Iran in the Caspian Sea. Following the incident, diplomatic tensions arose between Iran and Ukraine. The Iranian Ministry of Foreign Affairs stated that the attacked vessel was a commercial ship and that as a result of the attack, one sailor lost his life and at least one other sailor was injured. The Ukrainian Security Service (SBU) and President Volodimir Zelenskiy, however, claimed that the targeted vessel was transporting military cargo between Iran and Russia in violation of international sanctions.

The Ukrainian Security Service (SBU) announced that on 25 July 2026, an attack was carried out against a vessel transporting military cargo between Iran and Russia in the Caspian Sea.^【1】 President Volodimir Zelenskiy, in a statement posted on social media, said Ukrainian forces achieved significant results using long-range strikes in the waters of the Caspian Sea, specifying that vessels used for military cargo shipments between Iran and a warship were targeted.^【2】 The SBU confirmed that the targeted vessel was operating in evasion of international sanctions and was engaged in transporting military cargo between the two countries.^【3】

The Iranian Ministry of Foreign Affairs stated that the vessel attacked was a commercial ship. According to the ministry, the ship was en route from Russia's Astrahan Port to Iran's Enzeli Port when it was attacked in the early hours of 25 July; its bridge was damaged, one sailor lost his life and another sailor was injured. ^【4】

On the night of 25 July, the Iranian Ministry of Foreign Affairs issued a statement strongly condemning the attack and characterizing it as an act of aggression and a violation of Article 2, Paragraph 4 of the United Nations Charter.^【5】 The ministry stated that Ukraine's admission of responsibility demonstrated that Kiev's irrational and hostile stance toward Iran continues. ^【6】 The statement reiterated that Iran has never directly intervened in the Russia-Ukraine conflict, emphasized that the attack constituted a violation of international law, and warned that it was an attempt to dangerously expand the scope of the war.

The ministry called on the United Nations Security Council, European countries, and all UN member states to adopt a responsible stance and hold the Ukrainian government accountable for this action.^【7】 It also stressed that Iran would not hesitate to defend its national interests and security within the framework of international law and the right to legitimate defense, and that responsibility for the consequences of the incident lay with the Ukrainian government and its supporters.^【8】 Iran warned that Ukraine would again bear responsibility for the consequences of Zelenskiy's "recklessness."^【9】

Ukraine's Tehran Envoy was summoned to the Iranian Ministry of Foreign Affairs on the night of 25 July by Iran's Director General for Eurasian Affairs, who conveyed Iran's protest regarding the attack.^【10】 During the meeting, the Iranian official stated that the attack was not only a violation of the fundamental principles of the UN Charter and an act of aggression but also an open threat to the security of all states bordering the Caspian Sea. ^【11】 The official emphasized that the Ukrainian government must be held accountable for the attack and that those who ordered and executed it must face justice.^【12】

Minister of Foreign Affairs Abbas Araghchi, in a social media statement on the issue, claimed that Ukraine's action aimed to draw Europe into the war at Israel's behest and constituted a clear violation of the UN Charter. Araghchi stated that during telephone conversations with European Union High Representative for Foreign Affairs and Security Policy Kaja Kallas and Russian Foreign Minister Sergey Lavrov, he clearly indicated that Kiev's action would not go unanswered.^【13】

Ministry of Foreign Affairs Spokesperson Ismail Bakayi, at his weekly press briefing on Monday, 27 July, reiterated that Ukraine's action was contrary to the UN Charter, unlawful, and reckless, and emphasized that it would not go unanswered, warning that the consequences of the incident were unpredictable.^【14】

Chairman of the National Security and Foreign Policy Commission of the Iranian Parliament, Ibrahim Azizi, in a social media statement on 27 July, warned that "Ukraine will soon understand that Iran does not leave any of its actions unanswered." Azizi emphasized that attacks against Iran have always carried a price and highlighted that the United States and Israel are aware of this, implying that the number of countries making miscalculations is increasing.^【15】

Ukrainian President Volodimir Zelenskiy did not confirm the identity of the targeted commercial vessel in his statement on the attack. Zelenskiy also alleged that Russia provided satellite surveillance data to Tehran to support Iran's military operations in the Middle East. According to this claim, since the beginning of July 2026, Russia conducted intensive satellite surveillance of Gulf countries and U.S. military bases located within them, and the imagery obtained was later used by Iran.^【16】

Zelenskiy argued that there is a connection between the satellite imagery provided by Russia and Iran's attacks, both in terms of target identification prior to the attacks and damage assessment afterward. In this context, he disclosed that Russian satellites monitored four air bases on 19–20 July: two in Bahrain, one in Jordan, and one in Kuwait.^【17】

Meanwhile, the Ukrainian Intelligence Service (HUR), in a statement on Telegram, reported that attacks were carried out against vessels identified as transporting military cargo between Iran and Russia in violation of international sanctions.^【18】

Russian Foreign Minister Sergey Lavrov conveyed condolences to Iranian Foreign Minister Abbas Araghchi over the death of the Iranian sailor in the attack. According to the Russian Ministry of Foreign Affairs, Araghchi thanked local authorities in the Astrahan region, from where the vessel departed, for their support to the crew and stated that such actions by the Kiev administration must cease. The statement also noted that Araghchi informed Lavrov about ongoing diplomatic efforts to reduce tensions in the Middle East.^【19】
