11th Judicial Package of the Republic of Türkiye

11th Justice Package is a legal package adopted by the Grand National Assembly of Türkiye (TBMM) and enacted as the "Law on Amendments to the Turkish Criminal Code and Certain Other Laws". This package includes provisions introducing changes in various areas of the Turkish legal system. The 11th Justice Package was adopted and enacted by the TBMM General Assembly on 24 December 2025.

Scope and Articles

The scope of the package encompasses amendments to the Turkish Criminal Code and several other laws. The bill was initially presented to the General Assembly with 38 articles; its final form was shaped through amendments that included the removal of certain articles and the addition of new ones.

Organized Crime and Penalties

The package increases penalties for offenses related to the leadership and membership of criminal organizations. Specific provisions have been adopted to raise penalties for individuals who use children as instruments in organizational activities.

Prison Regime and Supervised Release

The package also includes significant amendments to the prison regime. Under these provisions, individuals convicted of crimes committed on or before 31 July 2023 may be eligible for earlier transfer from closed to open prisons and for supervised release, subject to certain conditions. It is estimated that approximately 55,000 convicts may be affected by this amendment.

Excluded Offenses

Under Article 27 of the package concerning prison regime changes, offenses such as terrorism and organized crime, intentional homicide targeting women and children, sexual assault, and child sexual abuse are excluded from these provisions. Additionally, murders and other serious crimes resulting from earthquakes are also excluded from benefiting from these amendments.

Traffic and Public Security

The Justice Package classifies actions such as road blockades in traffic as independent criminal offenses and establishes corresponding penalties. It also introduces deterrent measures targeting behaviors that may threaten public security.

Legal Status and Implementation

The bill adopted by the TBMM General Assembly, known publicly as the 11th Justice Package, will enter into force after the relevant legal provisions are published in the Official Gazette. The changes introduced by the package encompass amendments in criminal law, penal execution law, public security, and the fight against organized crime.
