19th Century Ottoman Economic Structure and the Need for Banking

In the first half of the 19th century, Western practices increasingly influenced trade and finance in the Ottoman Empire, leading foreign banks to begin operating within the country. However, due to weak national capital accumulation, a domestic banking system failed to develop. The segment most adversely affected by this situation was the peasantry, which constituted the majority of the population. With no access to institutional credit, peasants were forced to borrow from moneylenders, agricultural supply merchants, kabzımallar, and grocers at exorbitant interest rates. This type of borrowing was known as “murabaha credits” or “moneylender credits”. It is documented that interest rates in these loans reached as high as 900 percent annually based on a daily “one para” calculation. Due to these harsh conditions, peasants often had to sell their harvests to lenders before the actual harvest even took place.

Establishment of the Memleket Sandıkları (1863)

Amid growing public debate over the need for state intervention in agricultural credit to alleviate the severe economic conditions faced by peasants, Mithat Paşa, the Governor of Niş, personally observed the plight of farmers. After conducting investigations, he concluded that an institutional framework was necessary to free farmers from moneylenders, and that this structure should be supported by the state but strengthened through public solidarity. Guided by these insights, under Mithat Paşa’s leadership, the Memleket Sandıkları were established in 1863. These institutions:

  • Utilized capital pooled through collective contributions from farmers,
  • Operated under state protection,
  • Are recognized as the first example of national banking in Türkiye.

While establishing these savings institutions, Mithat Paşa drew inspiration from the Turkish societal tradition of imece. The Memleket Sandıkları Regulation of 1867 enabled their expansion across different regions of the empire, where they remained active for many years.

Transition to Menafi Sandıkları (1883)

Over time, operational inefficiencies began to emerge in the Memleket Sandıkları. The state sought to address management and oversight challenges by centralizing their administration. In this context, the Menafi Sandıkları were established in 1883 to replace the Memleket Sandıkları.

With the Menafi Sandıkları:

  • Management was restructured,
  • Accounting records began to be maintained according to modern standards,
