Davut Rose is a public administrator who has held various administrative positions in Türkiye. He gained local governance experience through assignments in different regions as a district governor and provincial governor. On 5 June 2023 he was appointed Governor of Istanbul and continues to serve in this role.

Early Life and Education

Davut Gül was born in 1974 in the Horasan district of Erzurum. He completed his primary and secondary education in his birth district and finished his high school education at Istanbul Kadıköy Mehmet Beyazıt High School. Gül continued his higher education in Cyprus and graduated from the Department of International Relations at Near East University.

Seeking to develop his expertise in public administration and governance, Gül participated in various training programs throughout his career. To gain international experience he completed a duration internship in the United Kingdom. To advance his academic career he completed postgraduate studies at the Faculty of Political Sciences at Anadolu University.

Entry into Public Administration and District Governorship

Davut Gül began his professional career in 2000 as a candidate district governor in Gaziantep. His early assignments included serving as deputy district governor in Kavaklıdere of Muğla and Kemalpaşa district of İzmir. He was later appointed as the official district governor of Kırklareli-Kofçaz.

Between 2003 and 2005 he served as district governor of Şirvan between 2005 and 2006 as Assistant to the Governor of Karaman Governor and between 2006 and 2009 as district governor of Gürün in Sivas. For his outstanding contributions to public administration he was named District Governor of the Year in 2009 by the Association of Public Administrators and awarded the Martyred District Governor Ersin Fire Prize.

During this period he signed initiatives aimed at building strong relations with people and ensuring the efficient delivery of public services. Through projects in education health and infrastructure he began attracting attention in national politics.

Ministry of Interior and Provincial Governorship Career

Thanks to the experience and leadership skills gained during his district governorships he was appointed in 2015 as Director of the General Directorate of Local Administrations at the Ministry of Interior. There he contributed to research and coordination efforts between local administrations and central government.

On 1 June 2016 he was appointed Governor of Sivas by a decision published in the Official Gazette. During his tenure in Sivas he particularly developed projects in education and urbanization. While serving as governor he promoted initiatives to encourage urban investment and developments in tourism.

On 26 October 2018 he was appointed Governor of Gaziantep and remained in this position for approximately four years. In Gaziantep he played an active role in the city’s development by focusing on industry security and social projects. During his term he worked on issues related to urban management education reform and health projects.

Governorship of Istanbul

On 5 June 2023 he was appointed Governor of Istanbul by President Recep Tayyip Erdoğan. This appointment followed his designation as Minister of Interior. As head of public administration in Türkiye’s largest and most populous city he prioritized issues such as security traffic disaster management and social projects on the agenda.

During his governorship he focused intensively on measures to address Istanbul’s disaster risks traffic management public safety and social initiatives. He continues his efforts to make public services serving millions of Istanbul residents more efficient and sustainable.

Davut Gül is married and the father of two child. He speaks English and is committed to advancing his knowledge in international relations and public administration.
