Hungarian Prime Minister Viktor Orbán’s Visit to Türkiye (2025)

The official visit by Hungarian Prime Minister Viktor Orbán to Türkiye on 7–8 December 2025 is being held within the framework of the Seventh Meeting of the High-Level Strategic Cooperation Council (HLSCC). The visit aims to comprehensively address all aspects of the enhanced strategic partnership between Türkiye and Hungary.

Purpose and Framework of the Visit

According to a statement by Burhanettin Duran, President of the Presidency of Communications on 7 December 2025, Hungarian Prime Minister Viktor Orbán and the high-level delegation accompanying him have come to Türkiye at the invitation of President Recep Tayyip Erdoğan. The purpose of the visit is to evaluate all dimensions of the relations between Türkiye and Hungary on the occasion of the seventh meeting of the High-Level Strategic Cooperation Council.

During the visit, numerous agreements are planned to be signed to strengthen the foundational framework of bilateral relations. Discussions aim to deepen cooperation in the fields of economy, defense industry, energy, security, culture, and education.

Orbán’s Arrival and Welcoming Ceremony (7 December 2025)

Hungarian Prime Minister Viktor Orbán arrived in Türkiye on the evening of 7 December 2025. Orbán and his delegation were received at Istanbul Airport by Minister of Transport and Infrastructure Abdulkadir Uraloğlu. In a post on his social media account, Uraloğlu stated: “We welcomed Hungarian Prime Minister @PM_ViktorOrban, who is visiting our country to attend the seventh meeting of the High-Level Strategic Cooperation Council.”

In his statement, Minister Uraloğlu further added: “The meeting we will hold tomorrow with Hungary, with which we share deep-rooted friendship bonds, holds great importance in strengthening our strategic partnership.” He expressed the hope that the discussions under the presidency of President Erdoğan and the agreements to be signed would contribute to regional stability and the prosperity of both countries.

First Meeting of the Türkiye–Hungary Joint Consultation Mechanism (8 December 2025)

Prior to Orbán’s visit, the first meeting of the Türkiye–Hungary Joint Consultation Mechanism is scheduled for 8 December 2025 in Istanbul. This meeting will be held ahead of the seventh session of the High-Level Strategic Cooperation Council.

The meeting will be attended by Minister of Foreign Affairs Hakan Fidan, Minister of National Defense Yaşar Güler, and Head of the National Intelligence Organization (MIT) İbrahim Kalın. This mechanism, established at the level of foreign and defense ministers and intelligence chiefs, aims to institutionalize cooperation in military, security, defense industry, and counter-terrorism fields.

Minister Fidan is expected to emphasize during the meeting that comprehensive cooperation between the two countries is being strengthened across all areas on the basis of an enhanced strategic partnership. It is also planned to confirm mutual commitment to developing new projects in the defense industry, advancing economic relations, and increasing mutual investments.

It has been decided that the Joint Consultation Mechanism will meet at least once a year, alternating between Türkiye and Hungary.

Diplomatic and Regional Agenda

Within the framework of the visit, discussions are planned on regional issues including the Russia–Ukraine War, the humanitarian situation in Gaza, developments in Syria, the Balkans, the South Caucasus, and Africa. It has been noted that Minister of Foreign Affairs Fidan welcomed Hungary’s constructive attitude and support regarding the advancement of Türkiye–European Union relations.

In addition, a bilateral meeting between Minister Fidan and Hungarian Minister of Foreign Affairs and Trade Péter Szijjártó is anticipated on the sidelines of the talks. It has been reported that this meeting will address defense industry, energy security, economic investments, and European security issues.
