Spying Investigation at NATO Headquarters (July, 2026)

Belgium's Federal Prosecutor's Office announced on 25 July 2026 that a Canadian citizen of Chinese origin, who was undertaking an internship at the North Atlantic Treaty Organization's Supreme Headquarters Allied Powers Europe (SHAPE), had been arrested on charges of espionage. It was reported that judicial proceedings had been initiated against the suspect on charges of "spying on behalf of a third country" and "membership in a criminal organization." Belgian authorities have not disclosed to the public which country allegedly commissioned the espionage activities or the identity of the foreign state targeted by the investigation.

The incident has generated widespread international attention due to its occurrence within SHAPE, one of NATO's most critical military command centers. NATO officials, however, have stated that the incident has had no negative impact on the alliance's operational activities, command-and-control systems, or military readiness levels.

According to the statement issued by Belgium's Federal Prosecutor's Office, the investigation began when SHAPE's internal security units identified the suspect and reported the matter to the Belgian General Intelligence and Security Service. Following security reviews, the case was taken over by the Federal Prosecutor's Office, which launched a comprehensive judicial investigation.

Searches were conducted at the suspect’s residence in Belgium and at her workplace within the NATO headquarters. After the evidence collection process, the suspect was taken into custody on 24 July and formally arrested on 25 July 2026. Belgian authorities have indicated that the investigation is ongoing and that further details regarding its scope will be disclosed as the judicial process progresses.

The Federal Prosecutor’s statement confirmed that the suspect is being investigated for "spying on behalf of a third country" and "membership in a criminal organization." However, due to the confidentiality of the investigation, no details have been provided regarding the nature of the espionage activities, the type of information sought, or the identity of the foreign state allegedly involved.

Under Belgian law, espionage offenses are classified as serious crimes involving national security and the military secrets of allied nations. Consequently, the investigation is being conducted not only by Belgian authorities but also in coordination with NATO security units. Officials have noted that due to the international dimension of the case, findings may be shared with relevant allied countries.

SHAPE, where the suspect was stationed, is NATO’s highest-level military headquarters in Europe and serves as the center of Allied Command Operations. Located in the Belgian city of Mons, the headquarters is the primary command center responsible for planning, coordinating, and executing joint military operations among NATO’s 32 member states.

Military personnel, civilian experts, and interns assigned to the headquarters undergo rigorous security vetting. Nevertheless, the incident has reignited public debate regarding the security screening procedures for foreign nationals and the effectiveness of counterintelligence measures within NATO facilities.

In a statement issued by SHAPE’s Public Affairs Office, it was emphasized that the investigation demonstrates the effectiveness of NATO’s security mechanisms. Officials confirmed that the initial alert regarding the suspect was raised directly by SHAPE’s security units and promptly reported to Belgian authorities at an early stage.

NATO further stressed that the investigation has not affected the alliance’s operational readiness, command-and-control infrastructure, or ongoing military missions. The statement also confirmed that security protocols remain in full effect and that the investigation continues under the coordination of Belgian judicial authorities.
