It was designed and manufactured by TÜLOMSAŞ (Türkiye Locomotive and Engine Industries Inc.). These locomotives were developed for both shunting and mainline services and entered service in 1999.

TÜLOMSAŞ’s experience in locomotive production began in 1957 with the manufacture of Türkiye’s first steam locomotive, the “Karakurt.” In 1994, the DH 7000 type shunting locomotive (Yunus Emre), entirely designed and produced domestically, was developed. Following these successes, the DH 9500 series diesel-hydraulic locomotives were produced in 1999 and incorporated into the TCDD inventory.

The DH 9500 locomotives are equipped with a diesel-hydraulic drive system and feature an MTU 8V 396 TC 13 V8 diesel engine producing 700 kW (939 hp). The maximum speed of the locomotive is 80 km/h and its weight is 68 tonnes. The axle arrangement is B'B', indicating two powered axles in each bogie. The drive system is fitted with a Voith L3r3 hydro-mechanical transmission and a two-stage reduction gearbox.
