DERİNGÖZ 100L/300

An autonomous underwater vehicle designed to perform missions such as reconnaissance and surveillance, pipeline inspection, and underwater cable monitoring. The vehicle is equipped with both wired and wireless communication systems and configured with a modular structure to accommodate various mission payloads.

CENK 350-N

A naval platform radar system based on a two-axis GaN AESA radar architecture. The radar stands out for its high-resolution target detection and classification capabilities, wide-area surveillance, and multi-target tracking features. During the fair, the system was also the subject of ASELSAN’s first export radar contract.

IDENTIFFY SSR 850

A L-band secondary surveillance radar system. The system is distinguished by reduced maintenance requirements and high levels of reliability, featuring a secondary surveillance infrastructure with strong target identification capability. It has been developed to operate in conjunction with friend-or-foe identification systems.


ASELSAN’s presentation event was also attended by Selçuk Bayraktar, Chairman of the Board of Trustees of the T3 Foundation, and Commander of the Turkish Naval Forces, Admiral Ercüment Tatlıoğlu.

ASELSAN’s International Agreements

On the first day of IDEF 2025, ASELSAN signed new memoranda of understanding and contracts with various countries covering defense industry cooperation and technology transfer. In this context, a memorandum of understanding was signed with South Africa-based PAMODZI Group. The document aims to support local production processes in South Africa and transfer game-changing technologies to the country. It was noted that ASELSAN has been active in the region since 2011 through its office established in South Africa, engaging in training, technical support, and local cooperation initiatives.



In addition, a contract has been signed with the Eastern European-based company Excalibur, establishing a strategic partnership in the field of ground vehicles and tank modernization. This agreement encompasses the production of remotely controlled weapon systems, intelligent fuze and ammunition modernization, and the development of border security systems. The cooperation extends not only to Eastern Europe but also includes joint projects in other geographic regions.

Under a memorandum of understanding signed between ASELSAN and the Azerbaijani Ministry of Defense Procurement Administration, the supply of PUP 9661 and 3700 radio sets, the provision of the EHPOD system, and the enhancement of HBT maintenance and repair capabilities have been agreed upon. These products are being provided to support Azerbaijan’s voice and IP communication infrastructure. Simultaneously, ASELSAN has been granted an official operational license by Azerbaijani Minister of Defense Vugar Mustafayev.

In addition, ASELSAN has signed another memorandum of understanding with the Azerbaijani-based Miras Holding, foreseeing further cooperation in the defense industry.

Roketsan’s New Product Launches

On the first day of IDEF 2025, Roketsan unveiled six new defense systems. The introduced products are the GÖKBORA beyond-visual-range air-to-air missile, the EREN loitering munition, the 300 ER ballistic missile, the Şimşek-2 satellite launch vehicle, the AKATA submarine-launched cruise missile, and the TAYFUN BLOK-4 hypersonic missile. These systems were presented to the public during a launch ceremony held at the Istanbul Fair Center.

GÖKBORA

A beyond-visual-range air-to-air missile with a range exceeding 100 nautical miles (approximately 185 kilometers). It is equipped with ramjet engine technology. The system is planned to be launched from internal stations of combat platforms such as KAAN and KIZILELMA. It possesses the capability to detect and destroy targets beyond visual range. Thanks to its ramjet engine, it offers superior maneuverability and speed compared to similar systems.

EREN

A loitering munition system with a range exceeding 100 kilometers. It can be launched from both unmanned aerial vehicles (UAVs) and other launch platforms. Designed for multi-role missions against both air and ground targets, it is characterized by its ability to remain on station for extended periods before engaging targets at the optimal moment.

300 ER

An advanced variant of the İHA-230 supersonic missile. It features a range exceeding 500 kilometers and is developed based on ballistic missile technology. Designed to be launched from fighter aircraft, UAVs, and other aerial platforms, it forms part of a new generation of long-range missiles developed to extend the operational reach of Turkish aerial platforms.

Şimşek-2

A satellite launch vehicle developed in line with Türkiye’s objective of achieving independent access to space. It stands nearly 40 meters tall and features a two-stage liquid-propellant propulsion system. It has the capacity to deliver a 1.5-ton payload to orbits above 700 kilometers.

AKATA

A variant of the ATMACA cruise missile integrated into a capsule system for submarine launch. It possesses cruise missile capabilities against both maritime and land targets.

TAYFUN BLOK-4

A next-generation ballistic missile measuring 10 meters in length and weighing 7,200 kilograms, capable of reaching hypersonic speeds. It is the most advanced member of the TAYFUN missile family. Serial production is currently underway, and integration into inventory is ongoing. The missile has been developed specifically to meet the requirement of ground forces for long-range, high-speed deterrent systems.

At the launch event introducing Roketsan’s six new products, statements were made by Haluk Görgün, President of the Presidency of Defense Industries, Murat İkinci, General Manager of Roketsan, and General Selçuk Bayraktaroğlu, Commander of the Turkish Land Forces.

Haluk Görgün stated that the systems unveiled integrate multiple disciplines and have been transformed into solutions for complex challenges. It was noted that Roketsan displayed over 60 defense systems across various domains at the fair.

General Manager Murat İkinci provided detailed explanations regarding the technical specifications and operational platforms of each product, emphasizing that these systems are planned not only for the Turkish Armed Forces but also for the armed forces of friendly and allied nations. It was noted that İkinci highlighted the significance of the TAYFUN BLOK-4 in the context of the growing strategic importance of hypersonic ballistic missiles in modern warfare.

Commander of the Turkish Land Forces, General Selçuk Bayraktaroğlu, stated that the TAYFUN BLOK-4 hypersonic missile will be introduced into inventory for the first time by the end of the year, marking the first time the Turkish Land Forces will directly operate ballistic missile systems. Bayraktaroğlu emphasized that the system’s increasing speed and range will enable it to generate broader deterrence capabilities on an international scale in the future. The launch ceremony was attended by numerous military officials, representatives of defense industry companies, and foreign delegations.

Türkiye’s Bilateral Defense Collaborations

Türkiye–Djibouti Military Cooperation Protocol

IDEF 2025’s second day saw the signing of a protocol formalizing military cooperation between the Government of the Republic of Türkiye and the Government of the Republic of Djibouti. The ceremony took place at the Istanbul Fair Center with the participation of Türkiye’s Minister of National Defense Yaşar Güler and Djibouti’s Minister of Defense Hassan Omar Mohamed.



The signed "Protocol on Military Cooperation between the Government of the Republic of Türkiye and the Government of the Republic of Djibouti" establishes a framework aimed at strengthening institutional defense relations between the two countries. The protocol formally enables cooperation in military education, technical information exchange, joint exercises, and collaboration in the defense industry.


The ceremony concluded with the mutual signing of the protocol text by the two ministers, followed by a commemorative photograph with participants. Statements made during the event emphasized that military relations between Türkiye and Djibouti are founded on mutual trust and a shared understanding of strategic cooperation.

Türkiye–Albania Cash Assistance Amendment Protocol

On the second day of IDEF 2025, an amendment protocol was signed to update the existing agreement governing military support cooperation between the Republic of Türkiye and the Republic of Albania. The ceremony was attended by Türkiye’s Minister of National Defense Yaşar Güler and Albania’s Minister of Defense Pirro Vengu.


The signed document is titled the "First Amendment Protocol to the Protocol on the Implementation of Cash Assistance between the Government of the Republic of Türkiye and the Council of Ministers of the Republic of Albania." This amendment protocol was prepared to update the existing cooperation framework and expand the scope of military assistance provided between the two countries.


Türkiye–United Kingdom Eurofighter Agreement Memorandum

At IDEF 2025, a Memorandum of Understanding on the Provision of Eurofighter Typhoon Combat Aircraft Capabilities between Governments was signed between Türkiye and the United Kingdom. The memorandum was signed by Türkiye’s Minister of National Defense Yaşar Güler and the United Kingdom’s Secretary of State for Defence John Healey.


The signed document marks a key step toward Türkiye’s integration as a user nation of the Eurofighter Typhoon combat aircraft. Both parties mutually reaffirmed their commitment to enhancing defense industry collaboration and deepening collective deterrence within NATO. Türkiye’s inclusion in this platform supports the enhancement of its air force capabilities and initiates a strategic phase based on reciprocal procurement of defense equipment between the two nations.



Following the signing of the memorandum, Minister Güler referred to the historical ties and strategic partnership between Türkiye and the United Kingdom, noting that the discussions took place in a productive and constructive atmosphere. Both sides expressed mutual determination to swiftly complete the necessary arrangements to advance the Eurofighter process. The Ministry of National Defense emphasized that this document brings the parties one step closer to a comprehensive agreement.

Baykar–Korean Air Cooperation Memorandum

On the second day of IDEF 2025, a cooperation memorandum was signed between Baykar and Korean Air, the flag carrier airline of South Korea. The ceremony was held at the Istanbul Fair Center with the participation of Baykar’s Chief Executive Officer Haluk Bayraktar and Korean Air’s Chief Executive Officer KH Lee.



The memorandum of understanding signed between the parties establishes a strategic framework to enhance cooperation in defense and aerospace technologies. The agreement aims to support joint initiatives in areas such as unmanned aerial vehicle (UAV) technologies, flight systems, and mutual technical information sharing.

Türkiye–USA Roundtable Meeting

Deputy Minister of Foreign Affairs of the Republic of Türkiye, Ambassador Zeki Levent Gümrükçü, participated in a roundtable meeting organized by the U.S. Chamber of Commerce within the framework of IDEF 2025, attended by representatives of Turkish and U.S. defense industry companies. During the meeting, recent developments within the NATO framework, preparations for the Defense Industry Forum to be held under the auspices of the NATO Summit scheduled for 2026 in Türkiye, and perspectives on defense cooperation between the two countries were exchanged.

Institutional Cooperations and Protocols

HAVELSAN–OYAK KOVAN Cooperation Agreement

Within the framework of IDEF 2025, a strategic cooperation agreement was signed between HAVELSAN and INNOVANCE, the technology subsidiary of the Turkish Armed Forces Assistance Foundation (OYAK), on the development of KOVAN, a new-generation indigenous enterprise resource software aligned with Türkiye’s digital transformation goals. The signing was attended by Hacı Ali Mantar, Chairman of the Board of HAVELSAN; Mehmet Akif Nacar, General Manager of HAVELSAN; Zekai Aksakallı, Chairman of the Board of OYAK; and Murat Yalçıntaş, General Manager of OYAK.



Under the agreement, the goal is to expand the deployment of the KOVAN system—developed by HAVELSAN and previously adopted by public institutions and countries such as Azerbaijan—within OYAK and the civilian sector. Integration processes have been initiated with OYAK subsidiaries to broaden the application scope of KOVAN, which was developed to produce national solutions in enterprise resource software.


Under the protocol, HAVELSAN and INNOVANCE will jointly undertake distribution, installation, and support activities to enable other institutional structures to use the system. HAVELSAN officials emphasized that KOVAN has the potential to reduce Turkey’s dependency on foreign software.

TUSAŞ–GE Aerospace HÜRJET Engine Memorandum of Understanding

A memorandum of understanding was signed between Turkish Aerospace Industries Inc. (TUSAŞ) and General Electric Aerospace regarding the supply and integration of engines for the HÜRJET Jet Trainer Aircraft Program. The agreement defines areas of cooperation for the procurement, integration, maintenance and repair of F404 turbofan engines to be used in the HÜRJET, as well as flight tests to be conducted with new prototypes.



The signed memorandum anticipates GE Aerospace providing technical support during the flight test phase and collaborating on long-term maintenance and overhaul services. According to statements by TUSAŞ General Manager Mehmet Demiroğlu, the HÜRJET has completed over 210 flights to date and has been actively showcased at international events. The memorandum is reported to be among the steps aimed at strengthening the HÜRJET’s position in the international market.

Artificial Intelligence and Digital System Developments

ASELSAN–Turkish Navy Sensor Data and Artificial Intelligence Memorandum

Within the framework of IDEF 2025, a memorandum of understanding on “Sensor Data Processing and Artificial Intelligence Applications” was signed between ASELSAN and the Command of the Turkish Navy. The document was signed by Admiral Ercüment Tatlıoğlu, Commander of the Turkish Navy, and Ahmet Akyol, General Manager of ASELSAN.



Under the agreement, ASELSAN plans to integrate artificial intelligence into its sensor and fire control systems. In this context, the establishment of an artificial intelligence center under the Turkish Navy Research Center Command (ARMERKOM) is targeted. This center aims to conduct big data analysis, develop decision support systems, and create new digital command architectures referred to as cognitive layers.


ASELSAN officials stated that by building not only physical systems but also digital and cognitive layers, faster detection, decision-making, and response capabilities will be enhanced in maritime combat environments. Tatlıoğlu highlighted that indigenous guided munitions, alongside domestically produced ships, have been developed and emphasized that the purpose of the AI center is to produce network-enabled algorithms.

HAVELSAN’s Introduced Artificial Intelligence Systems

On the second day of IDEF 2025, HAVELSAN presented numerous systems developed under the theme “Artificial Intelligence for Defense” in Hall 6. These systems include new AI-enhanced features of the Advent Combat Management System used by the Turkish Navy, the MAİN AI algorithm, simulation-based training solutions, the next-generation maritime application “Blue Vision,” and the AI-integrated version of KOVAN.


The AI features integrated into the Advent system include a virtual assistant, voice-command navigation, and scenario prediction capabilities. Additionally, it was reported that HAVELSAN’s MAİN AI algorithm is being applied in pilot training for behavioral modeling.

HAVELSAN has upgraded its simulation systems with next-generation technologies and is conducting research on swarm intelligence and hybrid command solutions for digital soldier systems. These systems are reported to be in use by friendly and allied nations and are actively integrated into the Turkish Armed Forces.

ASELSAN’s Steel Dome Systems

On the second day of IDEF 2025, ASELSAN introduced new systems included in its Steel Dome air defense architecture. The introduced systems include the EJDERHA Electromagnetic Counter-UAV System, the GÖKTAN Guided Munitions System, the KORAL 200 Electronic Warfare System, the TURAN Tactical Communication System, and the GÜRZ Unmanned Air Defense System.



The EJDERHA system is capable of neutralizing the electronic components of unmanned aerial vehicles entering a specific range through electromagnetic waves. KORAL 200, with twice the power capacity of its previous version, is designed to disable air defense systems. The TURAN system provides a tactical communication infrastructure based on IP technology that ensures uninterrupted communication even while in motion.


GÜRZ has been introduced as an AI-assisted, remotely controlled very short-range air defense system equipped with features such as the ability to move to designated areas and automatic target engagement. GÖKTAN is a guided munition system capable of 360-degree engagement, developed to be resistant to GNSS jamming.

Land and Air Platform Launches

BMC New Generation Land Vehicles

On the second day of the event, BMC introduced three new land vehicles to the public. The unveiled vehicles include the ZEYBEK vehicle family, the TURAN armored carrier and the ALTUĞ 8x8 vehicle platform. The presentations took place at the exhibition area of the Istanbul Fair Center.


The ZEYBEK 8x8 Armored Recovery Vehicle is designed to rapidly evacuate damaged or immobilized vehicles on the battlefield and is equipped with advanced towing and lifting systems. The Armored Tank Transporter within the same family has been developed to safely transport heavy military vehicles including the ALTAY Main Battle Tank. The 5 Ton Tactical Wheeled Vehicle is a platform offering mission flexibility for transporting personnel and equipment across challenging terrains.



The TURAN 4x4 Armored Cargo and Personnel Carrier has drawn attention with its modular design adaptable to various mission configurations. It has been presented in open and closed cargo versions as well as variants supporting functions such as weapon carrier, patrol vehicle and command and control vehicle.


The ALTUĞ 8x8 vehicle family’s first-ever variant equipped with a 105 mm cannon was exhibited at IDEF 2025. This variant is designated as the “Tank Hunter.” Current versions of the ALTUĞ platform feature protection systems against mines and improvised explosive devices with a payload capacity of up to 8 tonnes. The vehicle is designed with a modular architecture capable of integrating weapon systems ranging from 7.62 mm to 120 mm. Additionally, it features advanced maneuverability through four-axle steering.

Anadolu Defense SEYİT and Kia LTV Vehicles

Anadolu Defense also introduced two new vehicles: the SEYİT 6x6 armored tactical wheeled vehicle and the Kia LTV light tactical vehicle.

The SEYİT 6x6 is a platform developed with a 70 percent local content rate, offering high incline climbing, deep water fording and superior off-road performance. Thanks to its modular design, it can be adapted for various mission roles such as command and control, air defense and system carrier. The SEYİT family has been developed in a range of configurations including armored and unarmored 6x6 and 4x4 variants to meet diverse user requirements.



The Kia LTV model, developed in collaboration with Kia, is a light tactical vehicle designed for weapons carriage, reconnaissance and logistics support missions. It is noted that the vehicle maintains driving stability on 60 percent vertical gradients and 40 percent side slopes, has high payload capacity and has been developed to be compatible with various electronic warfare or mission-specific systems.

UAV Systems and Innovative Air Platforms

Titra Technology’s Introductions

On the second day of IDEF 2025, Titra Technology unveiled its new generation air systems. The introduced systems include the ALPİN-2 unmanned helicopter, the SEYYAH visual navigation system and the PARS VTOL unmanned aerial vehicle.


The ALPİN-2 is an upgraded version of its predecessor ALPİN, featuring an 80 percent local content rate and fully indigenous autopilot systems. It has been designed to meet the logistical needs of the Land Forces and Special Forces in challenging terrains. Thanks to enhanced algorithms, it can operate effectively in electronic warfare environments including signal jamming. Additionally, it possesses capabilities for armed UAV operations through an integrated crane mechanism for precise payload delivery, an upgraded engine delivering 20 HP additional power output and FPV drone integration.



The SEYYAH visual navigation system has been developed using artificial intelligence-supported analysis methods to provide high-precision positioning in environments where GPS is unavailable. It is designed based on map mapping and sensor integration to meet the autonomous navigation requirements of aerial vehicles.


The PARS VTOL is capable of vertical takeoff and landing, with operational capabilities including up to four hours of flight time, a 60 km communication range, and a service ceiling of 4,500 meters. It has been developed to adapt to various mission requirements through real-time video transmission, a laser targeting system, and a modular design.

STM’s BOYGA-B and TUNGA Systems

The BOYGA-B rotary-wing UAV and the TUNGA Smart Ammunition System, which operates in integration with this UAV, were introduced on the second day of IDEF 2025 by Defense Technologies Engineering and Trade Inc. (STM).


The BOYGA-B is designed for reconnaissance, surveillance, target detection, and precision munition delivery. This system can carry up to 8 kg of munitions and, in addition to two 81 mm munitions, can carry different types of munitions thanks to its modular structure. It is designed to operate in environments without GNSS or with GNSS interference and provides high-precision target engagement through its launch mechanism.


TUNGA is an anti-personnel ammunition system equipped with EO/thermal imaging systems and image processing algorithms, featuring a 1,750 gram warhead. It can engage targets using either GNSS-based or image-processing guidance modes and ensures safe operation through its self-destruct capability. The system can be integrated not only with BOYGA-B but also with other UAV platforms.

DASAL PUHU C100 Cargo UAV

The next-generation cargo unmanned aerial vehicle PUHU C100, developed by DASAL, a subsidiary of Altınay Defense, was unveiled for the first time on the second day of IDEF 2025. The PUHU C100 is a rotary-wing UAV system with a payload capacity of up to 100 kilograms, high horizontal speed, and extended range. It can release cargo without landing through autonomous mission planning, route optimization, and an automatic hook system.



The PUHU C100 has been developed based on operational experience gained from its predecessor, the PUHU C75, which is already in service with the Turkish Armed Forces. The system offers enhanced logistical capabilities through its fixed battery structure and compatibility with electric vehicle charging stations. Its ability to operate up to an altitude of 3,000 meters, effectiveness in electronic warfare environments, and integration with indigenous navigation systems are among its key features.

International Defense Cooperation and Projects

SSB’s Strategic Agreements with ASELSAN, ROKETSAN, TAİS and the Navy

On 23 July, the Presidency of Defense Industries (SSB) signed various strategic cooperation agreements with different institutions and companies, covering both air and maritime defense domains.


The strategic cooperation protocol signed between ASELSAN and the Oman-based company SINAN lays the groundwork for defense industry technology transfer and system supply between the two countries. The signing was attended by SSB President Haluk Görgün and Chairman of the Oman Investment Authority Abdulsalam bin Mohammed Al Murshidi.


Under the National Coast Guard Ship Project contract signed with TAİS, the design and construction of domestically produced vessels tailored to the needs of the Coast Guard Command are planned. The signing ceremony was attended by members of the TAİS Board of Directors and Coast Guard Commander Rear Admiral Ahmet Kendir.


Additionally, during the ceremony, contracts were announced for the KARTAL-3 UAV Detection and Jamming System Project and the Electronic Warfare System Against Satellite Communications, both signed between ASELSAN and SSB.


Among the two significant naval defense agreements signed with ASFAT are the TF-2000 Air Defense Frigate Phase 2 contract and the production contract for Open Sea Patrol Vessels (7th to 10th vessels). It has been reported that the TF-2000 ship will be equipped with a 96-cell vertical launch system and will be capable of engaging both air and surface targets. Following the construction of the first two vessels under the Open Sea Patrol Vessels project, the production process for the third group of four vessels was officially launched at this ceremony.

ASELSAN–CALIDUS Cooperation

On the second day of IDEF 2025, a cooperation agreement was signed between ASELSAN and CALIDUS, a defense industry company based in the United Arab Emirates. Under the agreement, defense systems developed by ASELSAN are expected to be supplied to the United Arab Emirates through CALIDUS. The signing ceremony was attended by ASELSAN General Manager Ahmet Akyol and a CALIDUS executive.

Türkiye’s Bilateral Defense Cooperation

Türkiye-Somalia Cash Assistance Amendment Protocol

On the third day of IDEF 2025, the “First Amendment Protocol to the Cash Assistance Implementation Protocol dated 17 July 2019” was signed between the Ministry of National Defense of the Republic of Türkiye and the Ministry of Defense of the Federal Republic of Somalia. The ceremony took place at the Istanbul Fair Center, with Türkiye’s Minister of National Defense Yaşar Güler and Somalia’s Minister of Defense Ahmed Moalim Fiqi signing the protocol document.



The signed amendment protocol constitutes the first update to the existing cash assistance arrangement agreed upon by the parties in 2019. Through this protocol, Türkiye’s framework for military assistance to Somalia has been restructured and brought in line with updated conditions. A commemorative photograph was taken between the parties at the conclusion of the ceremony.

Türkiye-Mauritania Military Framework Agreement

Within the framework of IDEF 2025, a “Military Framework Agreement” was signed between Türkiye and the Islamic Republic of Mauritania. The agreement was signed by Türkiye’s Minister of National Defense Yaşar Güler and Mauritania’s Minister of Defense Hanana Ould Sidi.



The agreement establishes the fundamental principles of military cooperation between the two countries and lays the groundwork for various defense-related activities. This framework agreement aims to institutionalize bilateral military relations by creating a legal foundation for future collaboration in education, logistics, technical support, and the defense industry.

Türkiye-Niger Military Financial Cooperation Agreement

Within the scope of IDEF 2025, a “Military Financial Cooperation Agreement” was signed between Türkiye and Niger. The ceremony was held at the Ministry of National Defense booth, with Türkiye’s Deputy Minister of National Defense Alpaslan Kavaklıoğlu and Niger’s General Secretary of the Ministry of National Defense, Lieutenant General Sani Kache Issa, in attendance.



The agreement provides a framework for Türkiye’s financial contributions to Niger in the defense sector. This cooperation aims to provide financial support in areas such as military training, equipment procurement, technical assistance, and advisory services.

Defense Industry Cooperation and International Projects

TUSAŞ – Airbus HÜRJET Export Partnership

On the third day of IDEF 2025, a partnership agreement for the export of the HÜRJET jet trainer aircraft was signed between Turkish Aerospace Industries Inc. (TUSAŞ) and the European-based company Airbus. The ceremony was attended by Haluk Görgün, President of the Presidency of Defense Industries.



The signed agreement clarifies the roles of the two companies in the HÜRJET project and formalizes the delivery process planned for the Spanish Air Force. The agreement anticipates the supply of up to 30 HÜRJET jet trainer aircraft to Spain, with the sales contract to be finalized by the end of 2025. Deliveries are scheduled to commence in 2028.


The HÜRJET is an advanced supersonic jet trainer developed to train pilots for fifth-generation fighter aircraft. It is equipped with an integrated architecture known as the “HÜRJET Education 360 System,” combining Embedded Training Systems and Ground-Based Training Systems. Designed as a single-engine aircraft, it offers operational advantages including low fuel consumption, rapid maintenance, and minimal spare parts requirements.

General Directorate of Military Factories – Titra Technology Helicopter Unmanning Protocol

A cooperation protocol was signed between the General Directorate of Military Factories and Titra Technology to convert Türkiye’s existing manned helicopters into unmanned aerial vehicles. The ceremony was attended by İmdat Ersoy, General Director of the General Directorate of Military Factories, and Ekrem Ünlü, General Director of Titra Technology.



Under the cooperation agreement, existing helicopter platforms are targeted for conversion into autonomous systems. The conversion process will incorporate fully domestic autopilot systems, mission computers, avionics software, and ground control stations. Titra Technology will integrate all components using its own local engineering capabilities and conduct flight tests and system adaptations using its own production infrastructure.


The technological infrastructure forming the basis of the system will be developed to perform autonomy, control, and monitoring functions during missions. This agreement is among the first systematic protocols in Türkiye’s defense industry aimed at manned-to-unmanned conversion projects.

Roketsan – Türksat Satellite Launch and Space Systems Cooperation Protocol

A “Cooperation Protocol on Satellite Launch and Space Systems” has been signed between Roketsan and Türksat. The protocol was signed by Türksat General Manager Ahmet Hamdi Atalay and Roketsan General Manager Murat İkinci, in the presence of Minister of Transport and Infrastructure Abdulkadir Uraloğlu.



The protocol encompasses joint efforts to independently meet Türkiye’s satellite launch requirements in line with the National Space Program goals, development of R&D projects, and collaborative execution of testing and integration processes related to launch systems. It also aims to develop the architecture for satellite communication infrastructure and ensure all activities are aligned with the National Space Program.


In his remarks at the ceremony, Minister Uraloğlu stated that the project and design phase of Türksat 7A is underway and that this satellite will also be produced using domestic and national capabilities. Uraloğlu emphasized that Türksat 6A was recently launched into space and noted that Türkiye has become one of the few countries in the world capable of producing satellites in this field.

Agreements Signed by the Presidency of Defense Industries

On the third day of IDEF 2025, the Presidency of Defense Industries (SSB) signed numerous strategic contracts with various companies and institutions. The signings took place during ceremonies held at the Istanbul Fair Center, attended by SSB President Haluk Görgün.


First, a contract was signed with Nurol Technology, Garanti Composites, and İpek Defense for the Interior Ministry’s Personnel Protective Ballistic Equipment Supply Project. Subsequently, a contract related to the Remote Controlled Stabilized Weapon System Project was signed by Serhan Özsoy, General Manager of ASELSAN Konya.


The contract for the supply of 9 millimeter pistols was formalized with the participation of Latif Aral Aliş, Chairman of the Board of Sarsılmaz Arms Industry. On the same day, a contract for the supply of 5.56 millimeter infantry rifles with Kale Group was signed by SSB President Görgün and Osman Okyay, Acting Chairman of Kale Group Management.


Among the agreements with HAVELSAN are the T-70 Helicopter Simulator Project, Nehir Project, Aygöz Fire Control and Imaging System, Poyraz Drone Supply, and other technological systems. These agreements were signed by Mehmet Akif Nacar, General Manager of HAVELSAN, and Haluk Görgün.


Finally, a contract was signed between SSB and Turkish Aerospace Industries Inc. (TUSAŞ) for the supply of 57 GÖKBEY general-purpose helicopters. TUSAŞ General Manager Mehmet Demiroğlu was present at the ceremony. After the event, Görgün stated that these agreements were carried out under the authority granted to SSB by its Defense Industry Execution Group within the framework of the fair.

MKE – Concept Pyrotechnic Energetic Material Production Agreement

An agreement has been signed between Machine and Chemical Industry Corporation (MKE) and Concept Pyrotechnic to increase the capacity of the energetic material production facility. The ceremony was held at the Istanbul Fair Center and signed by MKE General Manager İlhami Keleş and Concept Pyrotechnic General Manager Ekrem Topalbekiroğlu.



The signed agreement aims to expand infrastructure for the production of high-performance energetic materials such as RDX, HMX and C4. According to information presented at the meeting, Konsept Piroteknik’s production capacity is planned to be increased tenfold within 12 months, with annual production volume initially raised to 500,000 kilograms. This development constitutes a significant step toward reducing Türkiye’s dependence on external sources for explosive materials.

The intended domestic materials will be used in ballistic missile systems, air defense platforms, first-person view drones (FPV), smart munitions and various warheads. Production of these materials will be carried out using the existing infrastructure of the Rocket and Explosives Factory under the Mechanical and Chemical Industry Corporation (MKE).

Konsept Piroteknik General Manager Ekrem Topalbekiroğlu stated that this agreement is a continuation of the previous cooperation contract signed with MKE in 2019. The goal is to meet Türkiye’s entire demand for energetic materials through domestic capabilities. Topalbekiroğlu announced that the company will complete this capacity expansion within one year and continue production thereafter.

Roketsan’s Nationalization Initiative and Cooperation Protocols

On the same day, Roketsan launched a new nationalization initiative aimed at reducing dependence on foreign suppliers and signed “Nationalization Studies Cooperation Protocols” with six companies. The ceremony took place at the Istanbul Fair Center, with signatures affixed by Roketsan General Manager Murat İkinci and Roketsan Deputy General Manager for Supply Chain and Logistics Halid Bulut.

The protocols were signed with Armsto Konnektör, Asil Çelik, Sensorsan Sensor Technologies, Iveo Electronic Defense Systems, Korel Electronics and Pavezyum Kimya. Through these collaborations, Roketsan aims to reduce supply chain risks, minimize reliance on foreign sources and increase the use of domestic solutions in defense technologies. It was stated that the products and components to be developed under the agreement will be produced using national engineering capabilities for use in Roketsan’s current and future projects.

Another initiative introduced during the ceremony was Roketsan’s digital platform “Yüksel Yarın İçin,” launched last year. This platform is designed to allow supplier companies to apply and be included in potential partnership evaluation processes, with the goal of strengthening stakeholder relationships and reinforcing a new supplier ecosystem.

Roketsan Deputy General Manager for Supply Chain and Logistics Halid Bulut noted that these agreements provide an important foundation for institutionalizing the nationalization process and involving other stakeholders in the initiative.

Company- and Product-Specific Collaborations

Katmerciler – DEFTECH (Malaysia) Agreement

On the third day of IDEF 2025, the first international cooperation agreement was signed between Katmerciler and Malaysian defense industry company DEFTECH under the “EREN 4X4 High Mobility Light Tactical Vehicle” project. The agreement was signed by Katmerciler Senior Executive Mehmet Katmerci and DEFTECH CEO Mohammad Shanaz bin Mohammad Shees.

Under the signed agreement, joint production of the EREN 4X4 model is planned in Malaysia, with exports to other markets from this country also targeted. The EREN 4X4 is a light tactical vehicle platform designed by Katmerciler with priorities in high mobility, agility and operational ergonomics.

The vehicle was introduced alongside Katmerciler’s HIZIR armored combat vehicle and O-İKA 2 remote-controlled unmanned ground vehicle, both displayed at the fair.

ULAK Communication – Gürbağ Defense Collaboration

Another cooperation protocol signed on the third day of IDEF 2025 was between ULAK Communication and Gürbağ Defense and Technology Inc. The protocol aims to produce mobile and field communication solutions developed using domestic engineering, targeting their use in border security, disaster management and mobile command centers.


The systems to be developed within the framework of cooperation are planned to be rapidly deployable in the field and to comply with high durability and security standards for communication infrastructure. ULAK General Director Rusen Kömürcü, in a statement made during the fair, indicated that the cooperation aims to address communication needs encountered in the field with domestic solutions.

Visit of Minister of Transport and Infrastructure Abdulkadir Uraloğlu to the Fair

On the third day of the fair, Minister of Transport and Infrastructure Abdulkadir Uraloğlu visited the fair area. During his visit he examined various products at different booths, gathered information from industry representatives, and made assessments to media representatives.



In his remarks, Uraloğlu stated that IDEF 2025 is not only an event representing the defense industry but also an exhibition showcasing Türkiye’s overall technological capacity. He emphasized that the defense industry plays a pivotal role in advancing other technological sectors in Türkiye. He noted that products and technologies from the defense industry are being utilized in areas such as satellite technology, domestic high-speed train systems, and metro infrastructure.


Bakan Uraloğlu recalled that the Türksat 6A project has been completed and put into service, and that Türkiye currently possesses six communication satellites, some of which are now entering the renewal process. He added that the Türksat 7A project is currently in the development and design phase and will be developed domestically and nationally.


He also stated that next-generation satellites will provide services beyond fixed coverage areas, extending to variable coverage areas, and that new satellite projects are being developed in collaboration with domestic solution partners. He highlighted that Türkiye has established a production ecosystem aimed not only at meeting its own needs but also at addressing international demands in space technology. The minister added that his visit would continue throughout the day and that he regarded the organization of the fair as a critical development at a time when regional security has gained increasing importance.

IDEF 2025 - Day 4

Presidency of Defence Industries’ Agreements on Day 4

On 25 July, during the fourth day of IDEF 2025, the Presidency of Defence Industries (SSB) signed a series of strategic cooperation agreements with various public institutions and defence industry companies.



Under agreements signed between SSB and ASELSAN, the V/UHF Radar System (ALP 400G) Project and the National Air Warning Radar (ALP 200A) Development Project have been formally initiated. On the same day, ROKETSAN, Kale Jet Motors and SSB signed a serial production motor supply contract for cruise missiles, with Haluk Görgün, Murat İkinci and Osman Okyay attending the ceremony.


A contract was signed with Elektroland regarding the Bomb Disposal Robot (BİR) Project, while a separate agreement for Medium-Class Unmanned Ground Vehicles was also concluded during the same ceremony through a partnership between Elektroland and Tekatron. An additional equipment supply contract was signed with Esetron for the Kamikaze UCAV (TARIK) Project.


A contract for the supply of Armoured Recovery and Towing Vehicles was signed with MPG, and a new agreement was formalised with Koluman for the Natural Disaster Rescue Vehicles Project. SSB President Haluk Görgün actively participated in all these ceremonies.


Additionally, under the Development Portfolio Management Innovative and Advanced Technology Venture Capital Fund Investment Ceremony, investment agreements were signed with DT Cloud and NESA Aviation, granting both companies funding support through this portfolio. The EYDEP (Industrial Competency Evaluation and Support Program) Support Ceremony was also held on the same day, with recognition certificates presented to institutions and companies supporting the program.

MKE’s New Product Launches

On the fourth day of IDEF 2025, Machine and Chemical Industry Corporation (MKE) conducted a comprehensive public exhibition event. The company shared its strategic transformation program, new product portfolio and investment plans with the public. MKE General Manager İlhami Keleş announced that the new generation products were being displayed for the first time at this fair.



The products introduced by MKE include the Tolga Drone Defence System, Parana Kamikaze Unmanned Maritime Vehicle, BARKIN Ammunition Family, various types of smart drone systems, the Köstebek microwave underground surveillance device and a range of CBRN equipment. In addition to these systems, precision sniper rifles noted for their range, dispersion and light weight, as well as new-generation ammunition and suppressors, were also displayed at the stand.


MKE is carrying out infrastructure and capacity development projects in Ankara, Kırıkkale and Samsun with a total investment of 818 million US dollars aimed at expanding its production capabilities. These investments aim to maintain MKE’s leading position in the defence industry and enhance its overall economic contribution. The investments also encompass human resources, information technologies, R&D and innovation.


In 2024, MKE achieved a revenue of 1.2 billion US dollars and increased its total exports by a factor of 16, reaching 640 million US dollars in export value. The company, which exports to over 100 countries, announced that it had secured a naval gun export contract with Indonesia, demonstrating the international deployment of systems developed under the Blue Homeland concept.


Three university-based R&D and technology offices have been established within MKE, and over 150 R&D projects are currently underway. Educational initiatives have also been launched in cooperation with the Ministry of National Education under a new school model that does not rely on traditional textbooks. MKE presented its 360-degree structural transformation vision to the public at IDEF 2025, complemented by international awards received in the field of human resources.

TÜBİTAK’s Eight New Collaborations and the GÖKHAN Missile Launch

On the fourth day of the fair, the Scientific and Technological Research Council of Türkiye (TÜBİTAK) signed eight separate cooperation agreements with public and private sector institutions.



Four separate agreements were signed between TÜBİTAK BİLGEM and HAVELSAN: “TSK Cloud Computing System Phase-1 Safir Cloud Integration”, “TSK Cloud Computing System Phase-1 Technical Support Service”, “TSK Cloud Computing System Phase-1 Ethernet Crypto Device (EKC-100G)” and “Collaboration in Promotion and Marketing of the Liman (MYS) Product”. These projects aim to modernise the Turkish Armed Forces’ cloud-based digital infrastructure with indigenous software.


The protocol signed between TÜBİTAK MAM and HAVELSAN includes joint R&D and commercialisation efforts in defence, aerospace materials and climate change. Under this framework, advanced material projects such as solar panels, high-temperature resistant turbine blades and biosensors will be pursued.


Between TÜBİTAK SAGE and ASFAT, an agreement was signed for the “Production of the Gökçe-83 Guidance Kit Compatible with the MK-83 Aircraft Bomb”; between TÜBİTAK BİLGEM and ASFAT, a protocol was signed for the “TF-2000 Air Defence Warship (HSHM) Project”. The Gökçe-83 kit is planned to enable a range of 10 kilometres for UCAVs and 40 kilometres for combat aircraft.


On the same day, TÜBİTAK SAGE unveiled its indigenous ramjet-powered air-to-air missile, GÖKHAN, to the public for the first time. This project is being carried out under a protocol signed in 2021 between TÜBİTAK SAGE and the Ministry of National Defence. Minister of Industry and Technology Mehmet Fatih Kacır announced that a new contract had been signed to further extend the range and capabilities of GÖKHAN. Additionally, an agreement was reached between SAGE and ROKETSAN for the development of a liquid-fuelled ramjet propulsion system for a supersonic anti-ship missile.


An R&D cooperation protocol was signed between TÜBİTAK and ASELSAN; another between TÜBİTAK and MKE; and a development and production agreement for the GÖKHAN missile was signed between TÜBİTAK SAGE, MKE and ASFAT. Furthermore, a contract for the Image-Assisted Navigation System was signed between TÜBİTAK UZAY and POLOPTECH; a satellite structural panels production agreement was signed between TÜBİTAK UZAY and Sabancı University; and a protocol for the establishment of a Quantum Research Centre was signed between TÜBİTAK UME and MKE during these sessions.

International Agreements and Official Visits

Türkiye-Gambia Military and Financial Cooperation Agreement

A Protocol No. 1 amending the Cash Assistance Implementation Protocol dated 2 May 2019 under the framework of military and financial cooperation between Türkiye and Gambia was signed. The protocol was signed on behalf of Türkiye by Minister of National Defence Yaşar Güler and on behalf of Gambia by Minister of Defence Sering Modou Njie.


Minister Güler’s Bilateral Military Talks

Minister of National Defence Yaşar Güler held bilateral talks with Mali Chief of General Staff Oumar Diarra, Mali Ministry of Defence Secretary General Lieutenant General Sidiki Samake and Commander of the Indonesian Army General Maruli Simanjuntak during IDEF 2025. The discussions focused on bilateral military relations and opportunities for defence cooperation.

Deputy Minister Durdalı’s Engagements

Additionally, Deputy Minister of National Defence Bilal Durdalı met with Deputy Minister of Defence and War Veterans Affairs of Zimbabwe Major General Levi Mayihlome within the framework of the fair. This meeting was assessed as contributing to the development of defence diplomacy between the two countries.

Minister’s Visit to the “Family Year Stand”

On the same day, Minister Güler visited the “2025 Family Year Stand”, one of the special areas at the fair. This area was established under a protocol signed between the Ministry of National Defence and the Ministry of Family and Social Services. During his visit, Minister Güler made public statements highlighting activities related to combating violence against women, pre-marriage education, addiction prevention programs and childcare support.

Güler provided information on family-oriented training programs for young soldiers and non-commissioned officers, childcare services for female personnel, and preventive initiatives against technology addiction conducted in cooperation with Yeşilay. It was also noted that the General Directorate of Security’s “Best Narcotics Officer is a Mother” campaign is implemented under the auspices of the Ministry of National Defence.


New Partnerships in the Domestic Communication and Defence Ecosystem

Teknopark İstanbul and ULAK Collaboration: Domestic 5G-Based Smart Campus

A strategic cooperation protocol on digital transformation and communication infrastructure was signed between Teknopark İstanbul and ULAK Communication Inc. The protocol aims to equip Teknopark İstanbul with a “Private 5G” infrastructure and deploy smart campus applications across the entire campus.



According to statements made, ULAK’s domestically developed 5G infrastructure will enable more integrated, secure and efficient R&D, entrepreneurship and production processes. The system is expected to provide infrastructure for sensor-based security solutions, smart building management, autonomous transportation systems and video analytics applications. Teknopark İstanbul General Manager Professor Dr. Abdurrahman Akyol stated that this system will lead the digital transformation of the domestic ecosystem.

ULAK and Netaş Wireless Communication Collaboration

A cooperation protocol for wireless communication infrastructure was also signed between ULAK Communication Inc. and Netaş Telecommunications Inc. The protocol plans for the design, testing and field integration of current and next-generation wireless access infrastructure using domestic engineering.


The collaboration is structured to integrate ULAK’s national 4.5G and 5G base station solutions with Netaş’s radio access networks and IP-based communication systems. This partnership aims to create secure, low-latency and flexible communication networks for public institutions, disaster management units and military users. Netaş CEO Sinan Dumlu stated that this collaboration will contribute to Türkiye’s vision of digital independence.

ASELSAN and TÜBİTAK R&D Cooperation Protocol

On the fourth day, a new R&D cooperation protocol was signed between ASELSAN and TÜBİTAK. Under this protocol, ASELSAN aims to maximise its benefits from the “super incentive” program provided by the Ministry of Industry and Technology. The protocol was signed by ASELSAN General Manager Ahmet Akyol and TÜBİTAK President Professor Dr. Orhan Aydın.



Under this framework, a longer-term and systematic cooperation model has been adopted between ASELSAN and TÜBİTAK for high-value technology projects. Through this collaboration, joint development strategies will be applied, particularly for systems with game-changing characteristics.

Kale Group and ANDAR Strategic Partnership

A strategic partnership agreement was signed between Kale Group and ANDAR, a company active in electromechanical systems. The agreement was implemented in line with Kale Group’s portfolio transformation strategy and Türkiye’s goals for domesticisation in the defence industry.


Through this strategic partnership, Kale Group will invest in ANDAR’s solutions in aerospace and defence industries to support the company’s domestic and international growth objectives. ANDAR primarily supplies critical components such as unmanned aerial vehicles, guidance kits and electromechanical drive systems to major defence industry prime contractors including ASELSAN, TUSAŞ and ROKETSAN.


Attendees at the signing ceremony included Osman Okyay, Acting Chairman of the Board of Kale Group; Ali Rıza Alptekin, Head of Defence and Aviation Group; Abdullah Çerekçi, Deputy Chairman for Strategy; and ANDAR’s founding partners Reşat Hakan Avcı, Serkan Kale and Gökhan Koyuncu.


ANDAR founding partner Reşat Hakan Avcı stated that since 2012 the company has developed original designs and expanded its export activities. Through years of R&D and production technology investments, technical capabilities have been enhanced, and this partnership will ensure the production capacity needed to meet growing customer demands.


Avcı noted that the collaboration with Kale Group will be effective not only in the domestic market but also in global markets. It was emphasised that the agreement aligns with Türkiye’s goal of reducing external dependency in critical defence technologies.

Contract for 84,800 Pistols between Sarsılmaz and SSB

A new contract was signed between Sarsılmaz Arms Industry and the Presidency of Defence Industries (SSB) for the delivery of 84,800 SAR9 METE model pistols. Under the contract, SAR9 METE pistols, developed entirely with domestic engineering, will be delivered to the General Directorate of Security and the Gendarmerie General Command.


SSB President Haluk Görgün and Sarsılmaz Board Chairman Latif Aral Aliş attended the signing ceremony. The sustainability of the production process for these pistols is supported by previous projects. Company representatives noted that over 500,000 pistols have already been delivered to law enforcement forces.



Sarsılmaz Sales Coordinator Nuri Kızıltan stated that the SAR9 METE project was launched in 2016 and successfully completed 30,000-round life tests. The product’s reliability has been confirmed through these tests. It was also noted that the company offers a broad product portfolio, including weapons using AR-based 7.62x39 mm ammunition, to meet military requirements.


At the Sarsılmaz stand, fully domestically produced robot dog systems were also exhibited. These systems were developed for use in defence and security applications. It was stated that special ammunition designed to counter drone threats is also being produced at the company’s ammunition factory. This ammunition, developed as a cost-effective alternative to machine guns, is noted for its low cost and high effectiveness.

Ministerial Statements and Sectoral Assessments

Statements by Vice President Cevdet Yılmaz

During his visit to IDEF 2025, Vice President Cevdet Yılmaz stated that Türkiye’s domesticisation rate in the defence industry has increased from 20 per cent in the past to 80 per cent today. He emphasised that the defence industry is not only a matter of security but also a vital field for economic and social well-being.



Yılmaz noted that nearly 100,000 skilled jobs have been created in the defence industry and that per capita export value in this sector exceeds 70,000 US dollars. He highlighted that Türkiye’s competencies in areas such as unmanned aerial vehicles, radar systems, missiles and platform manufacturing are contributing to civil industry through technology transfer.


Additionally, Yılmaz announced that under the directives of President Recep Tayyip Erdoğan, development work has begun on the “Çelik Kubbe” project to create a multi-layered integrated air defence system. The system will be based on artificial intelligence and will have the capability to simultaneously operate multiple elements at different altitudes.

Assessments by Minister of Treasury and Finance Mehmet Şimşek

Following his visit to the fair, Minister of Treasury and Finance Mehmet Şimşek stated that Türkiye has rapidly closed the gap between itself and the most advanced countries in the defence industry. He underscored that this progress is driven by an imperative of innovation and efficiency, and that Türkiye has built its own defence ecosystem to reduce dependence on international systems.



Şimşek emphasised that the defence industry will play an increasingly significant role in Türkiye’s high-tech exports. Noting the rapid global increase in defence spending, Şimşek stated that Türkiye has gained the capacity to serve growing markets in this sector and has reached a project volume exceeding 100 billion US dollars with over 1,100 projects.

Statements by Minister of Trade Ömer Bolat

Minister of Trade Ömer Bolat stated that IDEF 2025 has now become a global brand. Bolat described the fair as both a marketplace and a prestigious showcase for the defence industry, noting that nearly 100 countries participated in this year’s event.


Bolat highlighted that the defence industry has enhanced the reputation of all other industries, noting that export value per kilogram in this sector has reached 68 US dollars and that the target is to exceed 100 US dollars. He stated that 2024 exports amounted to 7.15 billion US dollars and projected that 2025 exports will surpass 8 billion US dollars.

IDEF 2025 Day 5 and Day 6

Opening to the Public

The IDEF 2025 International Defense Industry Fair was opened to the public as of 26 July 2025. The first four days of the fair were dedicated to intergovernmental meetings defense industry collaborations and protocol-level engagements while the final two days were reserved for the public. Citizens from various provinces of Türkiye attended the event held at the Istanbul Fair Center.



Visitors had the opportunity to examine numerous systems ranging from armored ground vehicles and unmanned aerial systems to ballistic missile systems and radar and electronic warfare solutions. Particularly the equipment and weapon systems of companies such as ASELSAN ROKETSAN TUSAŞ and BAYKAR attracted considerable attention from attendees. Systems displayed in the static display area at Atatürk Airport were also open to public visitation.


Simulator zones demonstration shows and interactive applications were organized within the fair grounds. These presentations offered young visitors with an interest in engineering-based systems the chance to observe and experience them firsthand. ASELSAN’s radar systems BAYKAR’s AKINCI and KIZILELMA platforms TUSAŞ’s HÜRJET and ANKA-3 projects and ROKETSAN’s TAYFUN BLOK-4 missile system were among the products that drew significant visitor interest.

International Sales and Cooperation Agreements

KAAN Aircraft Sales to Indonesia

During IDEF 2025 a sales contract was signed between Turkish Aerospace Industries (TUSAŞ) and Indonesia for 48 KAAN fighter aircraft. This agreement marks the first international sales contract for the national combat aircraft project initiated by the Presidency of Defense Industries (SSB) and developed by TUSAŞ. The signing ceremony was attended by SSB President Haluk Görgün Indonesian Defense Minister Sjafrie Sjamsoeddin TUSAŞ Board Chairman Ömer Cihad Vardan Deputy Minister of National Defense and TUSAŞ Board Vice Chairman Şuay Alpay and TUSAŞ General Manager Mehmet Demiroğlu.



The sales agreement followed a framework agreement signed between the two states one and a half months earlier. Under the contract not only will the KAAN aircraft be delivered to Indonesia but Indonesian companies will also participate in the production process. The cooperation model established with the goals of local capacity development technology sharing and joint production forms the foundation for long-term defense projects. The sales agreement is recorded as one of the largest export contracts in the history of Türkiye’s defense industry.

Sale of Frigates and Partnerships to Indonesia

Prior to the KAAN aircraft sales agreement a contract was signed between TAİS Shipyard and its Indonesian counterparts for the production of frigates for the Indonesian Navy. This contract covers the production of a frigate equipped with the most advanced technologies in its class. Turkish defense industry institutions including ASELSAN ROKETSAN HAVELSAN TÜBİTAK SAGE and TÜBİTAK BİLGEM were also among the contributing parties to the agreement. The contract is structured on a multi-stakeholder production model with a high level of local contribution.

ASELSAN-Teknopark Istanbul Security Agreement

A comprehensive security contract was signed between ASELSAN and Teknopark Istanbul for security systems in the facility protection domain. Under the agreement ASELSAN will install its ODAKAN camera systems MİDAS intrusion detection systems and KAHİN AI-powered video analytics solutions at the Teknopark Istanbul campus. Existing camera infrastructure will be replaced with ASELSAN’s KAYIN ENTERPRISE NAR recording solution.



All monitoring and control operations of the installed systems will be centrally managed through ASELSAN’s MİRSAD Physical Security Information Management Software. These systems will be implemented as part of ASELSAN’s FacilityGuard Security System powered by its indigenous sensor and software infrastructure. ASELSAN currently provides security services with over 160 000 cameras and more than 5 000 recording systems across more than 4 500 public facilities throughout Türkiye.

Product Launches and Innovations on Display

First Public Debut of GAZAP and HAYALET Air Bombs

The GAZAP and HAYALET air bombs developed by the Ministry of National Defense’s R&D Center were unveiled for the first time at IDEF 2025. According to officials from the R&D Center these munitions were developed after 12 years of accumulated expertise and 80 percent of the products displayed at IDEF 2025 have completed their certification process while the remainder are ready for field testing.


The GAZAP munition features a particle-based structure that provides a significantly larger effective area compared to conventional MK84 bombs. Its 10 000 particles disperse across a one-kilometer radius upon detonation enabling effective penetration of targets within the affected zone. It is estimated that GAZAP can deliver 10.16 particles per square meter making it approximately three times more effective than conventional munitions.


The HAYALET munition stands out for its high penetration capability. Field tests against multi-layered targets composed of concrete steel and lattice structures demonstrated that the munition can penetrate up to 90 meters in depth. HAYALET is produced in two variants: NEB-1 and NEB-2 differing only in their chemical filler materials. Both variants have successfully completed wing-mounted compatibility and flight tests.

The “Ferrari of the Sky” P.180 Avanti EVO

The Italian aerospace company Piaggio Aerospace’s P.180 Avanti EVO turboprop aircraft acquired by Baykar was displayed in the static exhibition area at Atatürk Airport during IDEF 2025. The aircraft attracted attention with its high-performance design and twin-engine configuration developed for executive and VIP transportation.



Piaggio Aerospace’s chief test pilot Lorenzo Villi evaluated the technical features of the Avanti EVO in an interview on the fifth day of the fair. Villi noted that the aircraft ranks among the world’s fastest turboprops distinguished by its low fuel consumption and spacious interior. Its wing structure is designed for low drag and high efficiency featuring three lifting surfaces and an acoustically enhanced cabin.

Official Visits

Visit by Minister of Family and Social Services Mahinur Özdemir Göktaş

On the final day of IDEF 2025 Minister of Family and Social Services Mahinur Özdemir Göktaş visited the fair grounds. Minister Göktaş toured the booths of the Ministry of National Defense the Presidency of Defense Industries ASELSAN TUSAŞ ROKETSAN and Baykar and received briefings from officials on ongoing projects and domestic defense industry products. During her visit she posed for photographs in front of the TAYFUN missile and ÇELİK KUBBE system.

In her remarks at the fair she referred to forest fires that occurred in several provinces of Türkiye stating that the state had mobilized all available resources and that the Ministry of Family and Social Services was providing services in various areas including psychosocial support. She also emphasized that IDEF serves as an important instrument of defense industry diplomacy and noted that over 33 ministers and more than 270 agreements had been signed during the fair.


Göktaş highlighted the declining birth rate in Türkiye and the aging population and announced the establishment of the Population Policies Council to manage this process. She affirmed that measures would continue to be taken to protect families against all threats. She underscored that population issues are a matter of national survival and thanked all institutions that contributed to organizing the fair.

Fair Closure

IDEF 2025 the 17th International Defense Industry Fair concluded after a six-day program. Approximately 1 000 international delegates from 103 countries participated in the event including defense ministers chief of general staffs and force commanders.


A total of 1 461 companies exhibited at the fair which hosted over 120 000 visitors. Numerous bilateral agreements and contracts were signed during the event and B2B meetings provided opportunities for defense companies to assess collaboration possibilities. SMEs were given a dedicated area to showcase their products and domestic manufacturers engaged in various networking activities throughout the fair.


Bilal Topçu General Manager of TSKGV stated that the fair demonstrated that SMEs outside ASELSAN TUSAŞ ROKETSAN and HAVELSAN can also operate with confidence. Topçu noted that over 3 500 defense industry companies exist in Türkiye and that 1 400 of them participated in IDEF 2025.


It was reported that the fair showcased the current level of Türkiye’s national defense industry to the international public with both major corporations and subcontractor companies presenting their capabilities.

Summary

IDEF 2025 was held at the Istanbul Fair Center from 22 to 27 July 2025. The fair involved participation from companies in 44 countries and official delegations from 33 countries. During the event, which showcased land, sea, air, space and cyber systems, change of command ceremonies, product launches and numerous meetings took place.
